HEALTH AND HUMAN SERVICES REFORM COMMITTEE
MINUTES

Representative Mack, Chair of the Health and Human Services Reform committee, called the meeting to order at 2:52 PM on March 4th, 2015, in Room 200 of the State Office Building.


The Committee Legislative Assistant noted the roll.

Representative Mack called the meeting to order at 2:52 P.M. A quorum was present.

Representative Backer moved that the minutes of March 3, 2015 be approved. THE MOTION PREVAILED.

Representative Mack moved that the A1 amendment be adopted to HF1047. THE MOTION PREVAILED.

Representative Mack moved that HF1047 be re-referred to the Committee on Civil Law and Data Practices.

Testifying on behalf of HF1047 were Representative Whelan, Andrea Rau, Legislative Director for Minnesota Citizens Concerned for Life, and Autumn Leva, Policy Director for Minnesota Family Council.

Representative Mack renewed her motion that HF1047, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Mack moved that HF606 be re-referred to the Committee on Government Operations.

Testifying on behalf of HF606 were Representative Kiel, Andrea Rau, Legislative Director with Minnesotan Citizens Concerned for Life, Dan Pollock, Deputy Commissioner for the Minnesota Department of Health, Andrea Ledger, Executive Director NARAL Pro-Choice Minnesota, Jane Laine, Clinical Director with Whole Woman’s Health, Laurie Casey Executive Director from Women’s Health Center of Duluth, Rachel Hall, Students for Life, Manny Munson-Regala, Deputy Commissioner for the Minnesota Department of Health, and Maria King, Assistant Program Manager of Licensing for the Minnesota Department of Health.

Representative Masin moved that the A2 amendment be adopted to HF606.





Representative Mullery requested a roll-call vote. The results were as follows:

Representative Mack recessed the meeting at 4:25 P.M.

Representative Mack reconvened the meeting at 4:36 P.M. in Room 10 of the State Office Building.

Representative Mack moved that HF607 be re-referred the Committee on Health and Human Services Finance.

Testifying on behalf of HF607 were Representative Pugh, Representative Theis, Andrea Rau, Legislative Director with Minnesota Citizens Concerned for Life, Andrea Ledger, Executive Director for NARAL Pro-Choice Minnesota, Karen Law, Executive Director for Pro-Choice Resources, Reverend Abigail Henderson, Board Member for Religious Coalition for Reproductive Choice, Raleigh Levine, Professor of Law at William Mitchell College of Law, Brody Hagemeier, Vice President for St. Cloud State University for Life, and Angela Erickson, Northern Regional Coordinator for Students for Life of America.

Representative Mack renewed her motion that HF607 be re-referred to the Committee on Health and Human Services Finance.
