MINUTES

Representative Sanders, Chair of the Government Operations and Election Policy, called the meeting to order at 10:20 AM on March 3, 2015 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Pugh moved to approve the minutes from February 26, 2015.

THE MOTION PREVAILED

HF 417 (Davids) Houston County Economic Development Authority members authorized three-year terms.

The following testified on HF 417:
Greg Davids – State Representative

Chair Sanders moved that HF 417 be placed to the General Register.

THE MOTION PREVAILED

HF 1078 (Urdahl) State agency reasonable accommodation costs reimbursed, and money appropriated.

The following testified on HF 1078:
Beth Fraser – Government Relations Director, Commission for Deaf Blind and Hard of Hearing of Minnesota

Chair Sanders moved to amend HF 1078 (See attached amendment H1078A1)

THE AMENDMENT WAS ADOPTED

Representative Pugh moved to amend HF 1078 (See attached amendment H1078A2)

THE AMENDMENT WAS ADOPTED

Chair Sanders moved HF 1078, as amended, be re-referred to State Government Finance.

THE MOTION PREVAILED

HF 716 (Mahoney) Saint Paul Port Authority governing provisions modified.

The following testified on HF 716:
Tim Mahoney – State Representative
Lorrie Louder – Senior Vice President of Business and Intergovernmental Affairs, Saint Paul Port Authority

Representative Nelson moved that HF 716 be re-referred to the committee on Job Growth and Energy Affordability.

HF 1003 (Laine) Local governments permitted to donate surplus equipment to nonprofit organizations.

Representative Laine moved to amend HF 1003 (See attached amendment H1003A1)

THE AMENDMENT WAS ADOPTED

Representative O’Driscoll moved to amend HF 1003 as follows:
Page 1, line 9, delete “or” and after “town” insert “, or join powers entity formed by any of these local governmental units” Page 1, line 12, after “means” insert “public safety equipment as defined in section 466.03, subdivision 24, equipment used by a local government public works department, and”

THE AMENDMENT WAS ADOPTED

Representative Laine moved that HF 1003, as amended, be re-referred to the committee on Civil Law and Data Practices.
