MINUTES

Representative Sanders, Chair of the Government Operations and Election Policy, called the meeting to order at 10:20 AM on March 12, 2015 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Scott moved to approve the minutes from March 11, 2015.

THE MOTION PREVAILED

HF 722 (Newberger) Public official authority to disarm individuals at any time clarified and delimited.

The following testified on HF 722:
Jim Newberger – State Representative
David Gross – Gun Owners Civil Rights Alliance Treasurer

Chair Sanders moved that HF 722 be re-referred to the committee on Civil Law and Data Practices.

THE MOTION PREVAILED

HF 922 (Drazkowski) Local referenda related to spending required to be conducted on the first Tuesday after the first Monday in November.

The following testified on HF 922:

Grace Kelliher – Minnesota School Board Association
Keith Knutson – Individual
Gary Carlson – League of Minnesota Cities
Keith Carlson – Minnesota Inter-County Association Executive Director

Chair Sanders moved that HF 922 be re-referred to the committee on State Government Finance.

THE MOTION PREVAILED

HF 1365 (Fenton) State primary election changed from August to June, and primary elections conducted by a political subdivision date changed.

Steve Simon – Secretary of State
Julie Strother – Secretary of State Government Relations Director
Grace Kelliher – Minnesota School Board Association
Andy Burns – Libertarian Party Executive Director
Joe Manksy – Minnesota Association of County Officers
Kent Sulem – Minnesota Association of Townships Government Affairs Director

THE MOTION PREVAILED

HF 1387 (Nelson) Political party petition signatures required to be collected in the year the petition is filed.

The following testified on HF 1387:
Michael Nelson – State Representative
Julie Strother - Secretary of State Government Relations Director
Andy Burns – Libertarian Party Executive Director
Mike Harrison – Individual

Representative Nelson moved to amend HF 1387 (See attached amendment H1387A1)

THE AMENDMENT WAS ADOPTED

Representative Nelson moved that HF 1387 be laid over for further action.

The meeting was adjourned at 11:58 AM.
