ENVIRONMENT AND NATURAL RESOURCES POLICY AND FINANCE COMMITTEE

MINUTES

Representative McNamara, Chair of the Environment and Natural Resources Policy and Finance Committee, began the meeting at 8:15AM, on March 10th, 2016, in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative McNamara called the meeting to order at 8:15 AM. A quorum was present.

HF52 (Davids) Lanesboro; Stone Mill Dam restoration funding provided, bonds issued, and money appropriated.

Representative McNamara moved HF52 be laid over.

Representative McNamara offered an oral amendment:

“Line 1.6 strike $2,000,000 and insert $3,600,000.
Line 1.13 strike $2,000,000 and insert $3,600,000.”

THE ORAL AMENDMENT WAS ADOPTED.

Kent Lokkesmoe, Director of Capital Investment, DNR, testified in favor of HF52.

Representative McNamara renewed the motion that HF52 as amended be laid over.

HF1188 (Franson) Otter Tail County; West Leaf Lake Dam funding provided, bonds issued, and money appropriated.

Representative Uglem moved HF1188 be laid over.

Representative Uglem renewed the motion for HF1188 be laid over.

HF2317 (Poppe) Austin; waterway restoration funding provided, bonds issued, and money appropriated.

Representative Poppe moved HF2317 be laid over.

Representative Poppe moved to adopt oral amendment.

“Line 1.12, after the word vegetation, insert a period. Strike remaining line.
Line 1.13, strike all.”

THE ORAL AMENDMENT WAS ADOPTED.

Craig Clark, City Administrator for the City of Austin and Tim Ruzek of Vision 2020 Waterways Committee testified in favor of HF2317.

Representative Poppe renewed the motion that HF2317 as amended be laid over.

HF2318 (Poppe) Austin; Ramsey Mill Pond site improvement funding provided, bonds issued, and money appropriated.

Representative Poppe moved HF2318 be laid over.

Craig Clark, City Administrator for the City of Austin and Tim Ruzek of Vision 2020 Waterways Committee testified in favor of HF2318.

Kent Lokkesmoe, Director of Capital Investment, DNR, testified in opposition of HF2318.

Representative Poppe renewed the motion for HF2318 be laid over.

HF2722 (Fabian) Flood hazard mitigation grant funding provided, bonds issued, and money appropriated.

Representative Fabian moved HF2722 be laid over.

Representative Fabian moved to adopt oral amendment:

“Line 1.21 after Sand, insert Hill.
Line 1.22 delete the first word, Lake.
Line 1.23 after District, insert Upper Minnesota River Water Shed District.”

THE ORAL AMENDMENT WAS ADOPTED.

Ron Harnack, Project Coordinator Red River Watershed Board, Kent Lokkesmoe, Director of Capital Investment, DNR,testified in favor of HF2722.

Representative Johnson moved the following oral amendment be adopted.

“Line 1.21 delete Sand Hill, and insert Sandhill River”

THE ORAL AMENDMENT WAS ADOPTED.

Representative Fabian renewed the motion that HF2722 as amended be laid over.

HF2685 (Fabian) Floodway modeling funding provided, and money appropriated.

Representative Fabian moved HF2685 be laid over.

Representative Fabian renewed the motion for HF2685 be laid over.

HF1510 (Uglem) Champlin; Champlin Mill Pond restoration funding provided, bonds issued, and money appropriated.

Representative Uglem moved HF1510 be laid over.

Representative Uglem moved to adopt the following oral amendment:

“Line 1.12 delete up to, and insert the word of”

THE ORAL AMENDMENT WAS ADOPTED.

Representative Uglem renewed the motion for HF1510 as amended be laid over.

HF1473 (Torkelson) Lake Redwood reclamation and enhancement project funding provided, bonds issued, and money appropriated.

Representative Torkelson moved HF1473 be laid over.

Representative Torkelson renewed the motion HF1473 be laid over.

HF414 (Hansen) Conservation reserve enhancement program funding provided, bonds issued, and money appropriated.

Representative Hansen moved HF414 be laid over.

Representative Hansen moved to adopt the following oral amendment:

“Line 1.6 delete $25,000,000 and insert $30,000,000.
Line 1.21 delete $25,000,000 and insert $30,000,000.”

THE ORAL AMENDMENT WAS ADOPTED.

Angie Becker Kudelka, Board of Soil and Water Resources, testified in favor of HF414.

Representative Hansen renewed the motion that HF414 as amended be laid over.

HF183 (Hansen) Metropolitan city inflow and infiltration grant funding provided, bonds issued, and money appropriated.

Representative Hansen moved HF183 be laid over.

Patricia Nauman, Executive Director of Metro Cities testified in favor of HF183.

Representative Hansen renewed the motion HF183 be laid over.

HF1273 (Hansen) Dakota County; Big Rivers Regional Trail funding provided, bonds issued, and money appropriated.

Representative Hansen moved HF1273 be laid over.

Representative Hansen moved to adopt the following oral amendment:

“Line 1.6 strike $787,500 and insert $824,000
Line 1.12 strike $787,500 and insert 824,000.”

THE AMENDMENT WAS ADOPTED.

Steve Sullivan of Dakota County Parks and Trails testified in favor of HF1273.

Representative Hansen renewed the motion HF1273 as amended be laid over.

The meeting was adjourned at 9.46am
