MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 8:08 A.M. on Tuesday, May 6, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Kahn moved approval of the minutes of Monday, May 5, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Budget Resolution Adopted by the Ways and Means Committee March 4, 2014, Amended by the Ways and Means Committee March 17, 2014, Amended by the Ways and Means Committee, Amended by the Ways and Means Committee March 31, 2014, Amended by the Ways and Means Committee April 8, 2014. (See attached document CS-RES06-3)

Rep. Carlson moved to amend the CS-RES06-3 Budget Resolution. (See attached Amendment CSRES06A10).

Rep. Carlson explained Amendment CSRES06A10.

Bill Marx, Fiscal Analyst, explained the Amendment CSRES06A10.

A discussion followed regarding Amendment CSRES06A10.

Rep. Carlson renewed the motion to amend the CS-RES06-3 Budget Resolution with Amendment CSRES06A10). THE MOTION PREVAILED.

Rep. Hausman moved that HF1068, Second Engrossment, be recommended to be re-referred to the Committee on Rules and Legislation Administration.

Rep. Hausman moved to amend HF1068, Second Engrossment. (See attached amendment H1068DE3, delete everything amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman moved to amend HF1068, Second Engrossment, as amended. (See attached amendment H1068A21). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.



Rep. Davnie moved to amend HF1068, Second Engrossment, as amended. (See attached amendment DDH1068A20). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman presented HF1068, Second Engrossment, as amended (Hausman) General fund capital investment bill.

Rep. Hausman renewed the motion that HF1068, Second Engrossment, as amended, be recommended to be re-referred to the Committee on Rules and Legislation Administration. THE MOTION PREVAILED.

Rep. Hausman moved that HF2490, First Engrossment, be recommended to be re-referred to the Committee on Rules and Legislation Administration.

Rep. Hausman moved to amend HF2490, First Engrossment. (See attached amendment H2490DE5, delete everything amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman moved to amend HF2490, First Engrossment, as amended. (See attached amendment H2490A22).

Steve Cook, Mayor of Hutchinson, responded to questions regarding the proposed Amendment H2490A22.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Gunther moved to amend HF2490, First Engrossment, as amended. (See attached amendment A14-1205).

Rep. Dean requested a roll call on the motion.

There were 11 Ayes, 18 Nays, 4 Excused, 1 Absent. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep. Hausman presented HF2490, First Engrossment, as amended (Hausman) Omnibus capital investment bill.

Koryn Zewers, Executive Budget Officer, Minnesota Management and Budget, responded to questions regarding HF2490, First Engrossment, as amended.

Rep. Hausman renewed the motion that HF2490, First Engrossment, as amended, be recommended to be re-referred to the Committee on Rules and Legislation Administration. THE MOTION PREVAILED.

Chair Carlson moved that SF2470, the First Unofficial Engrossment, be recommended to be placed on the General Register.

Chair Carlson moved to amend SF2470, the First Unofficial Engrossment. (See attached amendment S2470DE2, delete everything amendment).

Chair Carlson moved to amend Amendment S2470DE2.

Colbey Sullivan, House Research, explained the amendment.

Page 1, line 1, strike “third” and insert “first unofficial”

Chair Carlson renewed the motion to amend SF2470, the First Unofficial Engrossment with Amendment S2470DE2, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Carlson moved to amend SF2470, the First Unofficial Engrossment, as amended. (See attached amendment S2470A8-1).

Chair Carlson moved to amend Amendment S2470A8-1.

Page 5, line 3, delete “21,000”and insert “$24,000”

THE MOTION PREVAILED. THE AMENDMENT TO THE AMDENDMENT WAS ADOPTED.

Chair Carlson renewed the motion to amend SF2470, the First Unofficial Engrossment, as amended, with Amendment S2470A8-1, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Melin presented SF2470, the First Unofficial Engrossment, as amended (Melin) Medical Cannabis Therapeutic Research Act.

Edward P Ehlinger, Commissioner of Health, responded to questions regarding the First Unofficial Engrossment, as amended.

Dave Greeman, Health Department, responded to questions regarding the First Unofficial Engrossment, as amended.

Rep. McNamara moved to amend the delete everything amendment S2470DE2, as amended, adopted earlier to SF2470, the First Unofficial Engrossment.

Colbey Sullivan explained the amendment, as follows:

Page 3, line 22, delete “one” and insert “up to 6” and delete “manufacturer” and insert “manufacturers or distributors”

Commissioner Ehlinger responded to questions regarding the proposed amendment.

A division was requested on the motion. There were 11 Ayes and 17 Nays. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Commissioner Ehlinger responded to questions regarding the proposed SF2470, the First Unofficial Engrossment, as amended.

Chair Carlson renewed the motion that SF2470, the First Unofficial Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
