MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 11:49 A.M. on Thursday, April 18, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Atkins moved approval of the minutes of Wednesday, April 17, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Pelowski moved that SF1236, Second Engrossment, be recommended to pass and placed on the General Register.

Rep. Pelowski moved to amend SF1236, Second Engrossment, as follows:

Delete everything after the enacting clause and insert the language of HF1692, First Engrossment. (See attached language of HF1692, First Engrossment).

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Pelowski presented SF1236, Second Engrossment, as amended (Pelowski) Omnibus Higher Education Finance Bill.

Rep. Pelowski renewed the motion that SF1236, Second Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Marquart moved that HF630, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Marquart presented HF630, First Engrossment (Marquart) Omnibus K-12 Education Finance Bill.

Tim Strom, House Research, responded to questions regarding HF630, First Engrossment.

Rep. Dettmer moved to amend HF630, First Engrossment. (See attached amendment H0630A54).




Rep. Dettmer incorporated an oral amendment to Amendment A0630A54, as follows:


Page 1, line 10, after the second "the" insert "2014"
Page 1, line 18, delete “Paragraphs" and insert “Paragraph" and delete “and (b) do" and insert “does"

Rep. Dettmer requested a roll call on the motion.

Rep. Dettmer withdrew the proposed Amendment A0630A54, as amended.

Rep. Anzelc moved to amend HF630, First Engrossment, as amended. (See attached amendment A13-0489).

A division was requested on the motion.

There were 19 Ayes and 15 Nays. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Davnie moved to amend HF630, First Engrossment, as amended. (See attached amendment
H0630A50-3).

Rep. Davnie incorporated an oral amendment to Amendment H0630A50-3, as follows:

Page 3, line 18, delete “safety" and insert “Safety"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Marquart renewed the motion that HF630, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Davnie moved that HF826, Fourth Engrossment, be recommended to pass and be placed on the General Register.

Rep. Davnie presented HF826, Fourth Engrossment (Davnie) Safe and supportive schools provided for, and rulemaking authorized.

Rep. Davnie explained proposed Amendment A0826DE3-1. (See attached Amendment A0826DE3-1).

Lisa Larson, House Research, responded to questions regarding the proposed Amendment A0826DE3-1.

Rep. Davnie moved to amend HF826, Fourth Engrossment with Amendment A0826DE3-1.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Bill Marx, Fiscal Analyst, responded to questions regarding the fiscal implications of HF826, Fourth Engrossment, as amended.

Rep. Davnie renewed the motion that HF826, Fourth Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 2:53 P.M.
