TRANSPORTATION POLICY COMMITTEE

MINUTES

Representative Erhardt, Chair of the Transportation Policy Committee called the meeting to order on Tuesday, March 12, 2013 at 2:20 PM in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Sundin moved approval of the minutes from the meeting of Thursday, March 7th, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

A quorum was present.

Chair Erhardt moved HF1280:

Rep. Hilstrom presented HF1280(Hilstrom) Driver feedback and safety-monitoring equipment prohibited in certain vehicles.

Chair Erhardt laid over HF1280 for possible inclusion in The Transportation Policy Omnibus Bill.

Rep. Beard presented HF646 (Morgan) Driver instruction permit provisions modified and clarified. Novice Driver Education Improvement Task Force established and money appropriated.

Rep. Beard moved to amend HF646 (See attached H0646DE1). THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.

Joe Christensen, Co-Chair, Legislative Committee for Drivers Education and Traffic Safety Education Association.

Rep. Beard renewed his motion that HF646, as amended, is recommended to pass and re-referred to the Committee on Government Operations. THE MOTION PREVAILS. THE BILL IS RE-REFERRED.

Chair Erhardt moved HF1148.

Chair Erhardt moved to amend HF1148 (See attached H1148A1). THE MOTION PREVAILS. THE BILL IS AMENDED.

Rep. Dehn presented HF1148 (Dehn) I-394 parking facilities special account modified.

Rep. Sundin presented HF1289(Sundin) Passenger rail duties clarified, and contract authority provided.

Rep. Erhardt presented HF1017(Erhardt) Trunk highway system legislative routes amended, and legislative routes removed from the trunk highway system.

Vice Chair Masin laid over HF1017 for possible inclusion in the Transportation Policy Omnibus Bill

Rep. Hornstein presented HF1162(Hornstein) MnPASS authority and revenue allocation modified.

Rep. Hornstein renewed his motion that HF1162 be recommended to pass and be re-referred to Transportation Finance. THE MOTION PREVAILED. THE BILL IS RE-REFERRED.

Rep. Beard moves that HF1095 be recommended to pass and be re-referred to the Committee on Public Safety.

Rep. Beard and Rep. Metsa presented HF1095(Metsa) Registration rules and periods clarified for motor vehicles, trip permit rules modified, veteran special plate design modified, record retention requirements modified, federal requirements conformed to, background checks authorized for department employees, and language pertaining to senior identification cards clarified.

Rep. Beard renews the motion that HF1095 be recommended to pass and be re-referred to the Committee on Public Safety. THE MOTION PREVAILS. THE BILL IS RE-REFERRED.
