MINUTES

Representative Paymar, Chair of the Committee on Public Safety Finance and Policy, called the meeting to order at 10:08 a.m. Thursday, March 20, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Lesch moved that the Minutes of the March 19, 2014 hearing be approved. THE MOTION PREVAILED.

H.F. 2478 (O’Driscoll) Veterans in crisis; Upper Midwest Community Policing Institute de-escalation training for dealing with veterans returning from active military service in combat zones grant money appropriated.

Rep. Cornish moved that H.F. 2478 be laid over for possible inclusion the Omnibus Public Safety Bill.

H.F. 2953 (Johnson, S.) Correctional services delivery; contiguous counties qualification requirement eliminated.

Chair Paymar moved that H.F. 2953 be placed on the General Register.

Chair Paymar renewed his motion that H.F. 2953 be placed on the General Register. THE MOTION PREVAILED.

H.F. 2770 (Johnson, S.) Probation single funding implemented.

Chair Paymar moved that H.F. 2770 be laid over for possible inclusion in the Omnibus Public Safety Bill.

H.F. 1335 (Rosenthal) Collision requirements clarified, and terminology change made.

Rep. Rosenthal moved that H.F. 1335, the first engrossment, be placed on the General Register.

Rep. Rosenthal moved to amend H.F. 1335, the first engrossment, as follows: (see attached; H1335A4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Rosenthal moved to amend H.F. 1335, the first engrossment, as amended, as follows: (see attached; coded H1335A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

H.F. 3067 (Lesch) Firearm possession in a Capitol Area building notice modified, security service provided by the Department of Public Safety funding modified, and money appropriated.

Rep. Lesch moved that H.F. 3067 be re-referred to the Committee on Transportation Finance.

H.F. 2576 (Melin) Criminal record expungement governing provisions modified, business screening services required to delete expunged records, and eviction record expungement allowed in some cases.

Chair Paymar moved that H.F. 2576, the second engrossment, be re-referred to the committee on Early Childhood and Youth Development.

Chair Paymar moved to amend H.F. 2576, the second engrossment, as follows: (see attached; coded H2576DE2) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Paymar moved to amend H.F. 2576, the delete everything amendment, as follows:
Page 2, line 1, delete “that is”
Page 2, line 6, after “7” insert (a)
Page 8, delete line 6 and insert “© This subdivision applies to expungement orders subject to its limitations and effective before January 1, 2015.”
Page 9, delete line 4 and insert “(e) This subdivision applies to expungement orders subject to its limitations and effective on or after January 1, 2015”

Chair Paymar moved to amend H.F. 2576, the A12 amendment, as follows:
Page 1 line 5 delete “218B.01” and insert “518B.01”

Chair Paymar moved to amend H.F. 2576, the delete everything amendment, as amended, as follows (see attached: coded H2576A13). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Cornish moved that H.F. 2281 be re-referred to the Committee on Civil Law.
