MINUTES

Representative Paymar, Chair of Committee on Public Safety Finance and Policy, called the meeting to order at 10:11 a.m. Wednesday, March 19, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Ward moved that minutes of the March 18, 2014 hearing be approved. THE MOTION PREVAILED.

H.F. 2469 (Savick) Military members license processing expedition required for state agencies and professional licensing boards required, temporary licensure provided, and rulemaking authorized.

Rep. Savick moved that H.F. 2469 be re-referred to the Committee on Ways and Means.

Rep. Savick moved to amend H.F. 2469 as follows (see attached; coded H2469DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of H.F. 2469 was:
Dave Lein - Director of Support to Military Operations, Minnesota Department of Military Affairs

Rep. Savick renewed her motion that H.F. 2469, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

H.F. 2148 (McNamar) Registered out-of-state predatory offenders who move to Minnesota required to register with the state.

Chair Paymar moved that H.F. 2148 be placed on the General Register.

Testifying on behalf of H.F. 2148 was:
John Kingrey – Executive Director, Minnesota County Attorneys Association

Chair Paymar renewed his motion that H.F. 2148 be placed on the General Register. THE MOTION PREVAILED.

H.F. 3134 (Hornstein) Railroad and pipeline safety and emergency response preparedness provided for oil and other hazardous materials, powers and duties specified, grant program established, legislative report required, and money appropriated.

Chair Paymar moved that H.F. 3134 be re-referred to the Committee on Transportation Finance.

Chair Paymar moved to amend H.F. 3134 as follows:

Page 4, line 26, delete “$5,000,000” and insert “$2,500,000”
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Chair Paymar moved to amend H.F. 3134 as follows:
Page 4, delete lines 13 through 21.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Chair Paymar renewed his motion that that H.F. 3134, as amended, be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

Chair Paymar declared the committee in recess at 11:40 a.m.

Chair Paymar reconvened the hearing at 4:05 p.m. in Room 400N of the State Office Building

H.F. 2574 (Slocum) Predatory offender registration requirements modified and clarified, criminal sexual conduct in the third degree crime sentence clarified.

Rep. Slocum moved that H.F. 2574 be re-referred to the Committee on the Judiciary.

Testifying in favor of H.F. 2574 was:

Rep. Slocum renewed her motion that H.F. 2574 be re-referred to the Committee on the Judiciary. THE MOTION PREVAILED.

H.F. 3123 (Paymar) Controlled substance offenses criminal sentences adjusted.

Rep. Paymar moved that H.F. 3123 be referred to the Committee on the Judiciary.
