MINUTES

Representative Hilstrom, Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 2:17 p.m. on Tuesday April 10, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Johnson, B. moved approval of the minutes from Tuesday, April 9, 2013.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

HF 1752 (Simonson), repeat sex-offenders 36-month presumptive executed sentence provided for.

Chair Hilstrom moved HF 1752 (Simonson), repeat sex-offenders 36-month presumptive executed sentence provided for.

Chair Hilstrom moved to amend HF 1752 with the H1752A1 Amendment.

Caroline Palmer, of the Minnesota Coalition Against Sexual Assault, testified in favor of HF 1752 and the H1752A1 Amendment.

Chair Hilstrom laid over HF 1752.

HF 1139 (Liebling), prevention of sexual violence working group provided for, Minnesota sex offender program provisions modified, sexual violence prevention demonstration grants provided for, Civil Commitment Act modified, report provided for, and money appropriated.

The following people testified in favor of HF 1139:
Eric Magnuson, former Chief Justice of the Minnesota Supreme Court
James Rosenbaum, former District Court Judge
Lucinda Jesson, Commissioner of the Minnesota Department of Health

Chair Hilstrom laid over HF 1139.

The meeting was adjourned at 3:47 p.m.
