MINUTES

Representative Liebling, Chair of the Committee on Health and Human Services Policy, called the meeting to order at 2:19 pm, February 25, 2014 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

No members were absent. A was quorum present.

Representative Schomacker moved that SF894 (Schomacker) be recommended to be placed on the General Register. Motion prevailed.

Representative Abeler moved that HF1348 (Abeler) be recommended to be re-referred to the Health and Human Services Finance Committee.

Representative Abeler moved the H1348A1 amendment. Motion prevailed. Amendment adopted.

Representative Abeler renewed his motion that HF1348 be re-referred as amended to the Health and Human Services Finance Committee. Motion prevailed.

Representative Fritz moved that HF2023 (Fritz) be recommended to be re-referred to the Health and Human Services Finance Committee.

Representative Fritz moved the H2023DE3 amendment. Chair Liebling allowed time for member questions and answers. Randall Chun, House Research, offered additional information on the H2023DE3 amendment to committee members. Motion prevailed. Amendment adopted.

Representative Fritz moved the H2023A1 amendment. Chair Liebling allowed time for member questions and answers. Randall Chun offered additional information on the H2023A1 amendment. Motion prevailed. Amendment adopted.

Representative Abeler moved the H2023A2 amendment. Chair Liebling allowed time for member questions and answers. Randall Chun, Lisa Flynn, and Dr. Maynard offered additional information on the H2023A2 amendment.

Representative Abeler moved an oral amendment to the H2023A2 amendment to strike the word “optimal” from line 1.7 of the H2023A2 amendment. Motion prevailed. Oral amendment to the amendment adopted.

Representative Abeler renewed his motion of the H2023A2 amendment as amended. Motion prevailed. Amendment adopted.

Representative Fritz renewed her motion to recommend that HF2023 be re-referred as amended to the Health and Human Services Finance Committee. Motion prevailed.

Representative Liebling moved that HF2005 (Liebling) be recommended to be re-referred to the Civil Law Committee. Motion prevailed.

Representative Moran moved that HF1987 (Moran) be recommended to be laid over for possible inclusion in the Health and Human Services Policy omnibus bill.

  • HF2005 (Liebling) - Health data provisions modified, common entry point establishment requirements changed, automatic external defibrillator (AED) registration established, stroke center criteria modified, prescription monitoring program changed, immunity from civil liability established for use of opiate antagonists, and background study requirements modified.

The committee has already heard public testimony on SF894, HF1348, HF2005 and HF2023. Additional testimony will not be taken prior discussing amendments and taking a vote.
The committee will continue taking public testimony on HF1987, but no votes will be taken. The bill will be laid over for possible inclusion in the omnibus policy bill.
