MINUTES

Representative Liebling, Chair of the Committee on Health and Human Services Policy, called the meeting to order at 2:22 PM March 20, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Loeffler moved the minutes of March 19 be approved. Motion prevailed. Minutes approved.

Chair Liebling moved that HF214 (Murphy) MinnesotaCare established as the state's basic health program, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Chair Liebling moved that amendment H0214DE3 be adopted. Motion prevailed. Amendment adopted.

Chair Liebling moved that amendment H0214A4 be adopted. Motion prevailed. Amendment adopted.

Representative Murphy presented information on HF214.

Chair Liebling moved that amendment H0214A5-1 be adopted. Motion prevailed. Amendment adopted.

Chair Liebling moved that amendment H0214A6 be adopted. Motion prevailed. Amendment adopted.

Chair Liebling allowed time for public testimony, and member questions and answers provided by Representative Murphy.

Chair Liebling moved the oral amendment to the amendment H0214A4 as follows:
Page 1, after line 19, insert "[Effective date] This section applies to health care delivery system contracts entered into or renewed on or after July 1, 2013."

Motion prevailed. Amendment to amendment H0214A4 adopted.

Chair Liebling renewed her motion that HF214 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Chair Liebling moved that HF878 (Sawatzky) Critical access dental provider designation criteria modified, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Chair Liebling allowed time for member questions and answers.

Chair Liebling renewed her motion that HF878 pass and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Allen moved that HF1210 (Allen) Social work licensure provision modified, be recommended to pass and placed on the General Register.

Representative Allen renewed her motion that HF1210 be recommended to pass and placed on the General Register. Motion prevailed.

Representative Allen moved that HF1419 (Allen) Dental provider designation criteria modified, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Allen presented information on HF1419.

Representative Loeffler moved the oral amendment as follows:
On line 2.17 after "254E" insert a period, delete the remainder of line 2.17. Motion prevailed. Amendment adopted.

Representative Allen renewed her motion that HF1419 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Zerwas moved that HF770 (Hamilton) Intermediate care facility for persons with developmental disabilities moratorium exception created, and rate adjustment allowed, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Zerwas moved that amendment H0770A2 be adopted. Motion prevailed. Amendment adopted.

Representative Hamilton presented information on HF770.

Representative Zerwas renewed his motion that HF770 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Ward moved that HF841 (Ward) Medical assistance assessment requirements modified, be recommended to pass and placed on the General Register.

Representative Ward moved that amendment A13-0311 be adopted. Motion prevailed. Amendment adopted.

Chair Liebling allowed time for member questions and answers.

Representative Ward renewed her motion that HF841 be recommended to pass and placed on the General Register. Motion Prevailed.
