ENERGY POLICY COMMITTEE
MINUTES

Representative Melissa Hortman, Chair of the Energy Policy Committee, called the twenty-fifth meeting to order at 12:32 P.M. on, March 3, 2014, in room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.


Representative Morgan moved HF1866 before the Committee.

HF1866 (Morgan) Commerce department advisory groups governing provisions modified.

Testimony was given by:
Peter Brickwedde, Minnesota Department of Commerce

Representative Morgan recommended that the bill HF1866 be re-referred to the Commerce and Consumer Protection Finance Committee.
The motion prevailed.

At 12:36 P.M., Representative Morgan assumed the Chair.

Representative Hortman moved HF2541 before the Committee.

HF2541 (Hortman) Energy improvement program changes made for local governments, and technical changes made.

Testimony was given by:
Bill Grant, Deputy Commissioner, Minnesota Department of Commerce
Jeremy Kalin, Eutectics Consulting

A handout was given to committee members: “Save Energy - Save Money”.

Representative Hortman moved, moved to incorporate the oral amendment Page 2, Line 25, after; insert “7607.0110;”
The amendment was incorporated.



Representative Hortman recommend that the bill HF2541 be re-referred as amended to the
Government Operations Committee.
The motion prevailed.

At 12:56 P.M., Representative Hortman assumed the Chair.

Representative Selcer moved HF2466 before the Committee.

HF2466 (Selcer) Low-income residential electric customer programs regulated.
Presentations by utilities on energy assistance programs.

Testimony was given by:
Pam Marshall, Energy CENTS Coalition
Patrick Boland, Xcel Energy

Handouts were given to committee members: “Xcel Energy Low Income Discount”.

Representative Selcer moved to incorporated an oral amendment, Page 2, line 2.3, delete January 1, 2015, insert October 1, 2014.
The amendment was incorporated.

Representative Selcer recommend that the bill HF2466 be re-referred as amended to the
General Register.
The motion prevailed.

Representative Morgan moved approval of the April 2, 2013 minutes.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.


Representative Morgan moved approval of the October 23, 2013 minutes.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.


Representative Morgan moved approval of the February 25, 2014 minutes.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
