MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15AM, March 20, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hertaus moved the minutes of March 19, 2014 be approved.
THE MOTION PREVAILED.

Vice Chair Slocum assumed the chair.

Representative Marquart moved HF3171 (Marquart) General education funding and policy modifications provided for early childhood, kindergarten through grade 12, and adult education, including general education, education excellence, special education, nutrition, and self-sufficiency and lifelong learning; forecast adjustments made; and money appropriated.

Public testimony on HF3171 was provided by Daron Korte, Minnesota Department of Education Director of Government Relations; Dr. Tom Melcher, Minnesota Department of Education Program Finance Director; Brad Hasskamp, Minnesota Department of Education.

Members’ questions and comments were addressed throughout the bill’s presentation.

Vice Chair Slocum laid over HF3171 for possible inclusion in an education finance omnibus bill.

Chair Marquart resumed the chair.

Representative Moran moved HF2275 (Moran) St. Paul Promise Neighborhood (SSPN) grant money appropriated.

Public testimony on HF2275 was provided by Muneer Karcher-Ramos, Director of the Saint Paul Promise Neighborhood; Director of Community Services Kizzy Downie, Model Cities of Saint Paul; Latisha Carter, parent of a student at Maxwell School.

Members’ questions and comments were addressed throughout the bill’s presentation.

Chair Marquart laid over HF2275 for possible inclusion in an education finance omnibus bill.

Representative Radinovich moved HF2273 (Mullery) Northside Achievement Zone grant funds appropriated.

Public testimony on HF2273 was provided by Sondra Samuels, President and CEO of the Northside Achievement Zone; David Divine, Senior Finance Director of the Northside Achievement Zone; Rick Heller, unofficially representing Print-disabled, Twice Exceptional.

Members’ questions and comments were addressed throughout the bill’s presentation.

Chair Marquart laid over HF2273 for possible inclusion in an education finance omnibus bill.

Representative Brynaert moved HF1880 (Winkler) Early learning scholarships availability expanded.

Representative Brynaert moved the author’s HF1880 A5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF1880 was provided by Frank Forsberg, Greater Twin Cities United Way; Nancy Jost, early education scholarships advocate.

Members’ questions and comments were addressed throughout the bill’s presentation.

Chair Marquart laid over HF1880 for possible inclusion in an education finance omnibus bill.

The meeting was adjourned at 9:45AM.
