MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 10:04 AM, April 12, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Brynaert moved the minutes of April 11, 2013 be approved.
THE MOTION PREVAILED.

Chair Marquart moved HF630 (Marquart) Omnibus K-12 Education Policy and Finance Bill, as amended.

Representative Mariani moved the H0630A13-0419 amendment. Eugene Piccolo of the Minnesota Association of Charter Schools testified to the amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Vice Chair Slocum moved the H0630A13-0430 amendment. Eugene Piccolo of the Minnesota Association of Charter Schools testified to the amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Anzelc moved the H0630A24 amendment.

Representative Anzelc moved to amend Amendment H630A24, as follows:

insert: “paragraph B,” on line 1.5 after "subdivision 8," and before "and."

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Woodard moved to divide Amendment H630A24, as amended , as follows:

Amendment 1: Page 1, line 1.1 - line 1.6

Amendment 2: Page 1, line 1.7 - line 1.21

Vote on Amendment 1: THE MOTION PREVAILED.

Amendment 2 was withdrawn.

Eugene Piccolo of the Minnesota Association of Charter Schools and Minnesota Department of Education Assistant Commissioner Rose Hermodson testified on the amendment HF630, as amended.

Representative Davnie moved the H0630A28 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Brynaert moved the H0630A30 amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Davnie moved the H0630A31 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Mariani moved the H0630A32 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Quam moved the H0630A39 amendment and requested a roll call vote. The Committee Legislative Assistant took the roll as follows:

Representative Myhra moved the H0630A45 amendment. Nancy Hylden, MinneMinds; Carol Miller, Parent Aware; and Karen Cadigan, Director of the Office of Early Learning - Minnesota Department of Education testified to the amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Mariani moved the H0630A46 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Marquart thanked committee staff and members for all of their work.

Members’ comments were shared regarding HF630.

Chair Marquart renewed his motion that, as amended, HF630 be passed and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

The meeting was adjourned at 1:57 PM.
