MINUTES

Representative Poppe, Chair of Committee on Agriculture Policy, called the meeting to order at 8:17 a.m. Wednesday, March 26, 2014 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Anderson moved to adopt the minutes from Wednesday, March 19 and Thursday, March 20. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Clark Johnson introduced HF3203 (Johnson), exempting certain generators from the requirement to use biodiesel fuel.

Representative Johnson moved to adopt the H3203DE1 amendment (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Jerry Schoenfeld, Minnesota Biodiesel Council, testified on HF3203 as amended.

Representative Johnson moved to re-refer HF3203, as amended, to the Committee on Rules. THE MOTION PREVAILED.

Representative Karen Clark presented on HF2110 and HF2111 (Clark), urban agriculture zoning and funding.

Seito Jones, artist and advocate, testified on urban agriculture in Minneapolis.

Francisco Segovia, Director, Phillips Community Center, testified on HF2110 and HF2111.

Bill Ziegler, Little Earth, testified on poverty issues and in support of HF2110 and HF2111.

Sam Grant, AfroEco, testified in support of HF2110 and HF2111.

Michael Chaney, Founder, Project Sweetie Pie, testified on HF2110 and HF2111.

Peg Thomas, Project Sweetie Pie, testified on urban agriculture and food security.

Candis McKelvy, urban farmer, testified.

Zoe Hollaman, Appetite for Change, introduced herself for the record.

Patrick Hynes, League of Minnesota Cities, testified on HF2111.

Patricia Nauman, Association of Metropolitan Cities, testified on HF2111.

Santo Cruz, Minnesota Department of Agriculture, testified on current funding for urban farming.

Cam Gordon, Minneapolis City Council, testified on HF2110 and HF2111.

The meeting was adjourned at 9:46 a.m. Wednesday, March 26, 2014.
