MINUTES

Representative Poppe, Chair of Committee on Agriculture Policy, called the meeting to order at 8:15 a.m. Wednesday, March 19, 2014 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hansen introduced HF2798 (Hansen), plants treated with pollinator lethal insecticide prohibited from being labeled or advertised as beneficial to pollinators.

Representative Hansen moved to orally amend HF2798 as follows:

Page 2, line 9, after “with” insert “and has a detectable level of”.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen explained HF2798 as amended.

Tim Power, Government Affairs Director, Minnesota Nursery and Landscape Association, testified on HF2798 as amended.

Erin Rupp, The Beez Kneez, testified on the bee industry in Minnesota.

Kristy Allen, The Beez Kneez, testified on the bee industry in Minnesota.

Santo Cruz, Minnesota Department of Agriculture, testified on the financial implications of HF2798 as amended.

Geir Friisoe, Minnesota Department of Agriculture, testified on the financial implications of HF2798 as amended.

Joe Zachman, Minnesota Department of Agriculture, testified on HF2798 as amended.

Chair Poppe called for testimony from the public.

Patricia Hauser testified on HF2798 as amended.

Margot Monson, entomologist and beekeeper, testified on the pollinator population in Minnesota.

Lue Harland testified on HF2798 as amended.

Pat Kerrigan, Organic Consumers Association, testified on HF2798 as amended.

Chair Poppe moved HF2798, as amended, be re-referred to the general register. THE MOTION PREVAILED.

Representative Bly introduced HF2619 (Bly), University of Minnesota Forever Green Agriculture Initiative money appropriated.

Bobby King, Land Stewardship Project, testified on HF2619.

Dr. Don Wyse, Department of Agronomy and Plant Genetics, University of Minnesota, testified on HF2916.

Chair Poppe layed over HF2619.

The meeting was adjourned at 9:49 a.m. Wednesday, March 19, 2014.
