MINUTES

Representative Poppe, Chair of Committee on Agriculture Policy, called the meeting to order at 12:35 p.m. Thursday, March 13, 2014 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Kahn introduced HF2315, industrial hemp study bill.

Thom Peterson, Minnesota Farmers Union, testified in support of HF2315.

Ken Anderson, Original Green Distribution, testified in support of HF2315.

Doug Busselman, Director of Public Policy, Minnesota Farm Bureau, testified in support of HF2315.

Representative Falk moved to re-refer HF2315 to the committee on Government Operations. THE MOTION PREVAILED.

Representative Faust, Vice-Chair, assumed the Chair.

Representative Poppe introduced HF2456, renewable chemical and advanced biofuel bill.

Representative Poppe moved to adopt the H2456DE2 amendment (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Amanda Bilek, Great Plains Institute, testified in support of HF2456 as amended.

David Kolsrud, Rock County Farmer, testified in favor of HF2456 as amended.

Colbey Sullivan, House Research Department, explained HF2456 as amended.

Larry Johnson, LLJ Consulting and Business Development, testified in support of HF2456 as amended.

Dr. Nicholas Jordan, Agronomy and Plant Genetics, University of Minnesota, testified in support of HF2456 as amended.

Valerie Jerich testified on behalf of POET Energy in support of HF2456 as amended.

Ryan Buck, Goodhue County Farmer and President of Minnesota Corn Growers, testified in support of HF2456 as amended.

Representative Johnson moved to adopt the H2456A2 amendment (see attached).

Representative Johnson incorporated an oral amendment to the H2456A2 amendment (see below).

Page 1, line 10, delete the second “a” and insert “an”

Representative Johnson withdrew the H2456A2 amendment as incorporated.

Representative Poppe renewed her motion to re-refer HF2456, as amended, to the committee on Environment, Natural Resources and Agriculture Finance. THE MOTION PREVAILED.

The meeting was adjourned at 2:08 p.m. on Thursday, March 13, 2014.
