TRANSPORTATION POLICY AND FINANCE

MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:35 P.M. on Monday, March 5, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Buesgens moved that the minutes from the committee meeting on February 29, 2012, be approved. THE MOTION PREVAILED.

HF2528 (Mazorol) Accident reports involving damage to state-owned infrastructure transportation provisions modified.

Representative Vogel moved HF2528 and recommended that it pass and be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

Representative Vogel moved an oral amendment to HF2528 as follows:
Page 1, line 9, after the period insert "Upon request,"

Representative Vogel moved to incorporate the oral amendment to HF2528. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mazorol presented HF2528, as amended.

Testifier: Erik Rudeen, Government Affairs, MN Department of Transportation.

Representative Vogel renewed his motion that HF2528 be recommended to pass, as amended, and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

HF2438 (Moran) School bus safety and standards provisions modified, and type III vehicles used for transporting students standards abolished.

Representative Champion moved HF2438.

Representative Champion moved the H2438A1 amendment.

Representative Champion moved to incorporate the H2438A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moran presented HF2438, as amended.

Testifiers: Sgt. Paul Davis, State Patrol Office of Pupil Transportation,
Brad Lundell, Minnesota Association for Pupil Transportation, and
Tom Keliher, Minnesota School Bus Operators Association.

HF2438 was laid over, as amended.

HF2364 (Benson) Legislative routes removed from the trunk highway system.

Representative Benson moved HF2364.

Representative Benson presented HF2364.

HF1955 (Beard) Move-over traffic law clarified, and speed requirement when driving by parked emergency, patrol, construction, or maintenance vehicles added.

Representative Beard moved HF1955 and recommended that it pass and be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

Representative Beard presented HF1955.

Representative Beard renewed his motion that HF1955 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

HF2631 (Shimanski) County state-aid highways and municipal state-aid street, construction support, and finance operation contingent appropriations provided, and money appropriated.

Representative Shimanski moved HF2631 and recommended that it pass and be re-referred to the Committee on Ways and Means.

Representative Shimanksi moved the H2631A1 amendment.

Representative Shimanski moved to incorporate the H2631A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Shimanski presented HF2631, as amended.

Testifier: Wayne Sandberg, Washington County Highway Engineer.

Representative Shimanski renewed his motion that HF2631 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF2512 (Gauthier) State Patrol escort services contract service rates adjusted.

Representative Gauthier moved HF2512.

Representative Gauthier moved the H2512A1 amendment.

Representative Gauthier moved to incorporate the H2512A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gauthier presented HF2512, as amended.

Testifiers: Major Ken Urquhart, Special Operations, MN Department of Public Safety.

HF2512 was laid over, as amended.
