STATE GOVERNMENT FINANCE

MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:17 a.m. on May 3, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

All members were present.

A quorum was present.

Representative Murray moved that the minutes from the committee meetings on April 28, 2011, and April 29, 2011, be approved. THE MOTION PREVAILED.

Chair Lanning moved HF 1360.

Representative Torkelson; Bob Patton, Executive Director of the Environmental Quality Board (EQB); and Myrna Halbach, Assistant Chief Financial Officer for the Minnesota Pollution Control Agency (MPCA) testified on HF 1360.

Chair Lanning moved that HF 1360 be recommended to pass and re-referred to the Committee on Environment, Energy, and Natural Resources Policy and Finance.

Representative Winkler requested a roll-call vote.

The following ten members voted in favor of the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, and STENSRUD.

The following seven members voted against the motion: GAUTHIER, GREENE, LILLIE, MUPRHY, SIMON, SLAWIK, and WINKLER.

THE MOTION PREVAILED (10-7).

Chair Lanning moved HF 1362.

Chair Lanning moved the HF1362A3 amendment to HF 1362. THE MOTION PREVAILED.

Chair Lanning moved the HF1362A4 amendment to HF 1362, as amended. THE MOTION PREVAILED.

Representative Kieffer; Gary Hall, Assistant Commissioner for Safety and Workers' Compensation at the Department of Labor and Industry; and Ken Peterson, Commissioner of the Department of Labor and Industry testified on HF 1362.

Chair Lanning moved that HF 1362, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Downey moved that HF 545 be laid over for further consideration upon receipt of a fiscal note.

Chair Lanning laid over HF 545 for further consideration upon receipt of a fiscal note.

The meeting was adjourned at 9:59 a.m.
