MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:19 a.m. on March 24, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Banaian moved that the minutes from the committee meeting on March 23, 2011, be approved. THE MOTION PREVAILED.

Chair Lanning moved the A11-0103 amendment to HF 577. THE MOTION PREVAILED.

Chair Lanning moved the H0577A21 amendment to HF 577, as amended. THE MOTION PREVAILED.

Chair Lanning moved the H0577A19 amendment to HF 577, as amended. THE MOTION PREVAILED.

Chair Lanning moved the H0577A39 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Leidiger moved the H0577A6 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Downey moved the H0577A26 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Banaian moved the H0577A20 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Downey moved the H0577A18 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Slawik moved the H0577A42 amendment to HF 577, as amended.

Representative Gauthier requested a roll-call vote on the H0577A42 amendment to HF 577, as amended.

The following eight members voted in favor of the motion: GAUTHIER, GREENE, KAHN, LILLIE, MUPRHY, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL (8-12).

Representative Slawik moved the H0577A44 amendment to HF 577, as amended.

Representative Kahn requested a roll-call vote on the H0577A44 amendment to HF 577, as amended.

The following nine members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, MUPRHY, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL (9-12).

Representative Simon moved the H0577A31 amendment to HF 577, as amended, and requested a roll-call vote.

The following eight members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL (8-12).

Representative Gauthier and Representative Lohmer moved the H0577A40 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Winkler moved the H0577A41 amendment to HF 577, as amended, and requested a roll-call vote.

The following eight members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

Representative MURPHY abstained.

THE MOTION DID NOT PREVAIL (8-12-1).

Chair Lanning moved the H0577A4 amendment to HF 577, as amended.

Representative Westrom testified on the H0577A4 amendment to HF 577, as amended.

Chair Lanning incorporated an amendment to the H0577A4 amendment to HF 577, as amended, to delete "must" from Line 1.6 and insert "may" after the word "Senate".

Chair Lanning withdrew the incorporated amendment to the H0577A4 amendment to HF 577, as amended.

Chair Lanning renewed his motion of the H0577A4 amendment to HF 577, as amended. THE MOTION DID NOT PREVAIL.

Representative Murray moved the H0577A38 amendment to HF 577, as amended.

Representative Murray incorporated an amendment to the H0577A38 amendment to HF 577, as amended, to delete "accountant" and "account" from Line 1.5 and insert "accounting" after both instances of "certified public" in Line 1.5.

Representative Murray renewed his motion of the H0577A38 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Slawik moved the H0577A36 amendment to HF 577, as amended, and requested a roll-call vote.

The following nine members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, KAHN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

The following eleven members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, McELFATRICK, MURRAY, and STENSRUD.

THE MOTION DID NOT PREVAIL (9-11).

Representative Winkler moved the H0577A33 amendment to HF 577, as amended, and requested a roll-call vote.

The following seven members voted in favor of the motion: GREENE, KAHN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

The following ten members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, McELFATRICK, MURRAY, and URDAHL.

Representative Downey moved the H0577A37 amendment to HF 577, as amended. THE MOTION PREVAILED.

Representative Kahn moved the H0577A13 amendment to HF 577, as amended. THE MOTION DID NOT PREVAIL.

Representative Hayden moved the H0577A14 amendment to HF 577, as amended.

Representative Downey moved that H0577A14 amendment to HF 577, as amended, be amended as follows: Line 1.5 insert "or collective bargaining unit" after "business".

Representative Winkler requested a roll-call vote on the Downey oral amendment to the H0577A14 amendment to HF 577, as amended.

Representative Hayden withdrew the H0577A14 amendment to HF 577, as amended.

Representative Greene moved the H0577A16 amendment to HF 577, as amended, and requested a roll-call vote.

The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

Representative MURPHY abstained.

THE MOTION DID NOT PREVAIL (7-12-1).

Representative Kahn moved the H0577A34 amendment to HF 577, as amended. THE MOTION DID NOT PREVAIL.

Chair Lanning authorized staff to make any minor technical changes necessary to HF 577, as amended.

Chair Lanning moved that HF 577, as amended, be recommended to pass and re-referred to the Committee on Ways and Means.

Representative Winkler requested a roll-call vote on HF 577, as amended.

The following twelve members voted in favor of the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.
