MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:18 a.m. on February 10, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

All members were present.

A quorum was present.

Representative Lillie moved that the minutes from the committee meeting on February 9, 2011, be approved. THE MOTION PREVAILED.

Representative Downey moved HF 4 for possible inclusion in an omnibus bill.

Representative Downey moved the H0004DE3 amendment to HF 4. THE MOTION PREVAILED.

Representative Downey testified on HF 4, as amended.

Matthew Hodapp, President of the Minnesota State Patrol Troopers Association testified on HF 4.

Julie Bleyhl, Legislative Director for Council Five of the American Federation of State, County, and Municipal Employees (AFSCME) testified on HF 4.

Richard Kolodziejski, Legislative Affairs Director for the Minnesota Association of Professional Employees (MAPE) testified on HF 4.

Dave Bergstrom, Executive Director of the Minnesota State Retirement System (MSRS) testified on HF 4.

Representative Winkler moved the H0004A11 amendment to HF 4 and requested a roll-call vote.

The following eight members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: LANNING, BENSON, ANDERSON, BANAIAN, DOWNEY, GUNTHER, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION FAILED (8-12).

Representative Downey moved that HF 4, as amended, be recommended to pass and re-referred to the Committee on Ways and Means.

A roll-call vote was called on passage of HF 4, as amended.

The following twelve members voted in favor of the motion: LANNING, BENSON, ANDERSON, BANAIAN, DOWNEY, GUNTHER, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

The following eight members voted against the motion: GAUTHIER, GREENE, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

THE MOTION PREVAILED (12-8).

The meeting was adjourned at 10:05 a.m.
