PUBLIC SAFETY AND CRIME PREVENTION POLICY AND FINANCE COMMITTEE

MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the thirty-sixth meeting to order at 10:24 a.m. on Friday, April 29, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Smith moved that the minutes of April 28, 2011, be approved. THE MOTION PREVAILED.

HF0441 (Loon) Collection of 911 fees from prepaid wireless telecommunications and prepaid wireless E911 services provided.

Chairman Cornish moved that HF0441 be recommended to pass and re-referred to the Taxes Committee.

Chairman Cornish renewed his motion that HF0441 be recommended to pass and re-referred to the Taxes Committee. THE MOTION PREVAILED.

HF0229 (Downey) Judges authorized to prohibit juvenile sex offenders from residing near their victims.

Chairman Cornish moved that HF0229 be recommended to pass and sent to the General Register.

Representative Keith Downey provided testimony on HF0229.

Chairman Cornish renewed his motion that HF0229 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF1468 (LeMieur) Forfeited firearm sale by law enforcement agencies authorized at auction to federally licensed firearms dealers.

Chairman Cornish moved that HF1468 be recommended to pass and sent to the General Register.

Chairman Cornish moved to orally amend HF1468: lines 1.3 and 1.13, delete "at auction". THE ORAL AMENDMENT WAS ADOPTED.

Representative Mike LeMieur provided testimony on HF1468, as amended.

Chairman Cornish renewed his motion that HF1468, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Vice Chairman Woodard assumed the gavel at 11:00 a.m.

HF0955 (Cornish) Level III predatory offender Web site maintenance responsibility transferred from the Department of Corrections to the Bureau of Criminal Apprehension.

Representative Cornish moved that HF0955 be recommended to pass and re-referred to the Ways and Means Committee.

Representative Tony Cornish provided testimony on HF0955.

Representative Cornish renewed his motion that HF0955 be recommended to pass and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF0738 (Cornish) Harassment restraining order provisions modified.

Representative Cornish moved that HF0738 be recommended to pass and sent to the General Register.

Representative Cornish moved to orally amend HF0738: line 2.22, delete "temporary". THE ORAL AMENDMENT WAS ADOPTED.

The committee heard testimony on HF0738, as amended.

Representative Slocum moved that HF0642 be recommended to pass and sent to the General Register.

Representative Linda Slocum provided testimony on HF0642.

Representative Slocum renewed her motion that HF0642 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF1478 (Kiffmeyer) Minnesota sex offender program provisions modified.

Representative Hilty moved that HF1478 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.

The committee heard testimony on HF1478.

Chairman Cornish moved that HF0615 be recommended to pass and re-referred to the Ways and Means Committee.
