JUDICIARY POLICY AND FINANCE COMMITTEE

MINUTES

Representative Smith, Chair of the Judiciary Policy and Finance Committee, called the meeting to order at 8:20 A. M. on February 17, 2011, in Room 10 (Ground Floor) of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Shimanski moved approval of the February 10, 2011 Judiciary Policy and Finance Committee minutes. THE MOTION PREVAILED.

HF0229, As Introduced (Downey) Judges authorized to prohibit juvenile sex offenders from residing near their victims.

Representative Smith moved HF0229, as introduced, be recommended to pass.

Representative Downey presented HF0229, as introduced.

Judge Peter Cahill, Fourth Judicial District, and Jeffrey Deibel, House Research testified as resource witnesses on HF0229, as introduced. John Kingrey testified.

Representative Smith laid over HF0229, as introduced, for possible inclusion in an omnibus bill, or further action at a later time.

Representative Shimanski assumed the gavel at 8:47 A.M.

HF0440, As Introduced (Smith) Placement of vehicle license plates clarified, failure to provide vehicle insurance for drivers and owners modified, service of petition for election errors modified, corrections agent required to provide form regarding predatory offender duty to register, certain hearings concerning parents and children opened, fees and surcharges clarified, notary provisions modified, lien filing and records modified, service procedures and documents for domestic abuse modified, and document copies for probate records clarified.

Representative Smith moved HF0440, as introduced, be recommended to pass.

Representative Smith moved amendment H0440A1. THE AMENDMENT WAS ADOPTED.

Representative Smith presented HF 0440, as amended.

amended.

Representative Shimanski laid over HF0440, as amended, for possible inclusion in an omnibus bill, or further action at a later time.

Representative Smith resumed the gavel at 9:51 A.M.

Presentation by Emily Adriaens, House Fiscal Analyst "Judiciary Committee Budget Tracking 2011 Legislative Session."

Representative Smith adjourned the meeting at 10:05 A.M.
