MINUTES

Representative Gunter, Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:33 p.m. on February 14, 2012, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Gunther moved to approve minutes of February 9, 2012. THE MOTION PREVAILED.

HF1921 (Kiffmeyer) Greater Minnesota business development infrastructure and the Big Lake Regional Rail Park funding provided, bonds issued, and money appropriated.

Chair Gunther moved HF1921 before committee to pass and be laid over.

Chair Gunther moved approval of the A12-0629 amendment. THE MOTION PREVAILED.

Representative Kiffmeyer discussed HF1921.

Chair Gunther renewed his motion that HF1921 pass, as amended, and be laid over in committee. THE MOTION PREVAILED.

HF500 (Davids) Chatfield; Potter Center for the Arts funding provided, bonds issued, and money appropriated.

Representative Murray moved HF500 before committee to pass and be laid over.

Representative Davids discussed HF500.

Testifying on behalf of HF500 was Joel Young, City Clerk of Chatfield, Mike Tuohy, Founder of Tuohy Furniture Corporation, and Don Hainlen, Mayor of Chatfield.

Representative Murray renewed his motion that HF500 pass and be laid over in committee.
THE MOTION PREVAILED.

HF2162(Murray) Greater Minnesota business development infrastructure grant program funding provided, bonds issued and money appropriated.

Representative Murray discussed HF2162.

Testifying on behalf of Coalition for Greater Minnesota Cities was JD Burton.

Chair Gunther moved to amend HF 2162 as follows:

On Lines 1.10 and 1.3 - insert "public" after "development". THE MOTION PREVAILED.

Representative Murray renewed his motion that HF2162 pass, as amended, and be laid over in committee.

HF2172 (McElfatrick) Construction code fund transfer to the general fund eliminated.

Chair Gunther moved HF2172 before committee to pass and be re-referred to Ways and Means.

Representative McElfatrick discussed HF2172.

Testifying on behalf of the Minnesota Electrical Association was Bill Strusinski.

Chair Gunther renewed his motion that HF2172 pass, and be re-referred to Ways and Means Committee. THE MOTION PREVAILED.

Vice Chair McFarlane assumed the gavel at 1:28 p.m.

HF1676 (Gunther) Fast investment today program performance rewards created, tax benefits provided, and money appropriated.

Chair Gunther moved HF1676 before committee to pass and be re-referred to the Tax Committee.

Chair Gunther discussed HF1676.

Chair Gunther moved amendment H1676A2. THE MOTION PREVAILED.

Fiscal staff Ron Soderberg discussed the fiscal note for HF1676.

Chair Gunther moved amendment H1676DE1-1. THE MOTION PREVAILED.

Testifying on behalf of Minnesota Department of Employment and Economic Development was Mark Lofthus.

Chair Gunther renewed his motion that HF1676 pass, as amended, and be re-referred to the Tax Committee. THE MOTION PREVAILED.
