HIGHER EDUCATION POLICY AND FINANCE

MINUTES

Representative Nornes, Chair of the Higher Education Policy and Finance Committee, called the meeting to order at 12:30 PM on March 17th, 2011, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

No members were excused.

A quorum was present.

Representative Daudt moved that the minutes from the committee meeting on March 15, 2011 be approved. THE MOTION PREVAILED.

HF560 (Downey) Government agency energy forward pricing mechanisms provisions modified.

Representative Dettmer moved that HF560 be recommended to pass and be re-referred to the Committee on Government Operations.

Representative Dettmer moved the H0560A1 Amendment. THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF560.

Representative Dettmer moved to reconsider the H0560A1 Amendment. THE MOTION PREVAILED.

Representative Dettmer moved to amend HF560 as follows:

Page 2, Line 3, delete "24" and replace with "48"

THE AMENDMENT WAS ADOPTED.

Representative Dettmer renewed his motion that HF560, as amended, be recommended to pass and re-referred to the Committee on Government Operations. THE MOTION PREVAILED.


HF 1133 (Vogel) Undergraduate stable tuition rate provided.

Representative Vogel moved that HF1133 be heard and considered for possible inclusion in the Higher Education Omnibus Bill.

The committee heard testimony on HF1133.

Representative Daudt moved that HF1133 be amended as follows:

Page 1, after line 24, insert: "(e) Time limits for stable tuition under this section do not apply to students who have been on active military duty while on active military duty."

Page 2, line 12, after the period insert: "Time limits for stable tuition under this section do not apply to students who have been on active military duty."

THE AMENDMENT WAS ADOPTED.

Representative Vogel moved that HF1133, as amended, be laid over for possible inclusion in the Higher Education Omnibus Bill. THE MOTION PREVAILED.

Representative Dettmer took the gavel at 1:36 PM.

HF1130 (Nornes) Student record and data use provided.

Representative Nornes moved that HF1130 be recommended to pass and be re-referred to the Committee on Civil Law.

The committee heard testimony on HF1130.
