HEALTH AND HUMAN SERVICES REFORM COMMITTEE

MINUTES

Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:31 P.M. on February 28, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Gottwalt began the meeting at 2:31 P.M. A quorum was not present.
Representative Gottwalt officially called the meeting to order at 2:33. A quorum was present.

HF2251 (Anderson, D.) Health maintenance organizations regulatory authority shifted from the commissioner of health to the commissioner of commerce.

Representative Liebling moved the approval of the minutes of February 22, 2012 THE MOTION PREVAILED.

Representative Gruenhagen moved that HF2251 be recommended to pass and be sent to the Committee on Commerce. .

HF1986 (Gottwalt) Healthy Minnesota contribution program eligibility modified.

Representative Gottwalt moved that HF1986 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance. .

Representative Gottwalt moved the HF1986A1 amendment. THE AMENDMENT WAS ADOPTED.

HF2412 (Gottwalt)/ HF2241 (Laine) Managed care plan financial reporting changes made, and an annual independent third-party audit required.

Representative Gottwalt moved that HF2412 (Gottwalt)/ HF2241 (Laine) be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.

Representative Abeler moved the H2412A3 amendment. THE AMENDMENT WAS ADOPTED.



Representative Liebling moved the H2412A5 amendment. THE AMENDMENT WAS WITHDRAWN.
