MINUTES

Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:33 P.M. on February 22, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Susan Winkelman, Assistant Division Director, Compliance Monitoring Division, MDH, and Laura Plummer Zrust, Acting Division Director, Licensing Division, DHS, presented the Evaluation of Health and Human Services Regulatory Responsibilities Report

Chair Abeler officially called the meeting to order at 12:39 P.M.

A quorum was present.

Representative Huntley moved that the minutes from the committee meeting on February 21, 2012, be approved. THE MOTION PREVAILED.

Jeanne Ayers, Assistant Commissioner, MDH, Marie Maes-Voreis, Director of Health Care Home Initiative, Jonathan Watson, Director of Public Policy, MNACHC, Deanna Mills, Executive Director, CUHCC, Minneapolis, Ann Cazaban, COO, Axis Medical Clinic, Minneapolis, and Brian Bergs, CFO, NorthPoint Health & Wellness, Minneapolis, presented the Federally Qualified Health Centers/Health Care Home Certification Update.

James G. Koppel, Deputy Commissioner, MDH, and Jeanne Ayers, Assistant Commissioner, MDH, presented the Community Benefit Report.

Representative Kiffmeyer assumed the gavel at 1:34 P.M.

HF2116 (Abeler) Patient health records copy fee prohibition provision removed, hospital safety survey information public report required, Department of Health's economics program transferred to the Department of Commerce, Commissioner of Health required to study possible effects of allowing for-profit HMOs to operate in the state, and patient health information release requirements modified.

Chair Abeler moved that HF2116 be recommended to pass and held over for possible inclusion in the omnibus bill.

Representative Abeler, Jon Steinmetz, Law Firm Administrator, Hoglund, Chwialkowski & Mrozik, PLLC, Dr. Steven Mulder, President and CEO, Hutchinson Area Health Care, Anne Quincy, Legal Aid, Mid-Minnesota Legal Assistance Minneapolis, Twila Brase, President, Citizens’ Council for Health Freedom, Evan Cordes, Attorney, and William Krueger, testified on HF2116.

Representative Hamilton pulled the A12-4842 amendment.

Chair Abeler held HF2116 over for possible inclusion in the omnibus bill.

Representative Kiffmeyer adjourned the meeting at 2:16 P.M.
