GOVERNMENT OPERATIONS AND ELECTIONS COMMITTEE

MINUTES

Representative Peppin, Chair of the Government Operations and Elections Committee, called the fifty ninth meeting to order at 8:49 a.m. on Thursday, March 15, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF1031 (Stensrud) Legislative Coordinating Commission; provisions modified governing the election of officers and the provision of services, and records retention policy established.

Chair Peppin moved that HF1031 be recommended to pass and re-referred to the Ways and Means Committee.

The committee heard testimony on HF1031.

Chair Peppin renewed her motion that HF1031 be recommended to pass and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF2339 (Gottwalt) Health care compact created.

Representative Murray moved that HF2339 be recommended to pass and sent to the General Register.

Representative Murray renewed his motion that HF2339 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF2359 (Quam) Dodge County; county recorder appointive process provided.

Representative Quam moved that HF2359 be recommended to pass and sent to the General Register.

Representative Quam moved the H2359A2 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Murray moved to orally amend the H2359A2 amendment in the following:
Page 1, line 6, delete "each county with a person serving as the appointee for any office made an appointed office under section 375A.10 or special law shall hold an election on whether to retain the person appointed to the office."

THE MOTION PREVAILED, AND THE ORAL AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2359, as amended.
Representative Duane Quam

Representative Quam renewed his motion that HF2359, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF2555 (Kiffmeyer) Sunset review changes implemented, agency requirements changed, posting required for felony or gross misdemeanor and malpractice settlements or judgments for a regulated petitioner, regulated practitioner information required, fund transfer prohibited, and money appropriated.

Chair Peppin moved that HF2555 be recommended to pass and re-referred to the State Government Finance Committee.

Chair Peppin moved the H2555A6 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Peppin moved to orally amend the H2555A6 amendment in the following:

Page 1, line 8-13, delete entire lines

Page 2, line 2.8, delete the word "health" and insert the word "administration"
THE MOTION PREVAILED, AND THE ORAL AMENDMENT WAS ADOPTED.

Representative Scalze moved to orally amend the HF2555A7 amendment in the following:
Page 1, line 2.9, delete the word "administration" and insert the word "public safety"
Page 2, line 2.8, delete the word "administration" and insert the word "public safety"

THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Chair Peppin renewed her motion that the HF2555A7 amendment be adopted.

Representative Quam requested a roll call.
