GOVERNMENT OPERATIONS AND ELECTIONS

MINUTES

Representative Murray, acting Chair of the Government Operations and Elections Committee, called the meeting to order at 10:17 a.m. on Wednesday, February 9, 2011 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

No members were excused.

A quorum was present.

Representative Hornstein moved approval of the minutes from February 3, 2011 and February 8, 2011. THE MOTION PREVAILED AND THE MINUTES WHERE APPROVED.

H.F. 89 (Benson) voter picture identification required before receiving ballot, voter identification cards provided at no charge, and provisional ballot procedures established.

Representative Quam moved that H.F. 89 be recommended to pass and be re-referred to the House Committee on State Government Finance.

Chair Peppin assumed the gavel at 10:30 a.m.

Representative Simon moved the H0089A2 amendment and requested a roll call vote.

Representative Winkler moved the H0089A4 amendment and requested a roll call vote.

Representative Winkler moved the H0089A5 amendment and requested a roll call vote.

Representative Quam renewed his motion that H.F. 89 be recommended to pass, as amended and re-referred to the House Committee on State Government Finance. Representative Nelson requested a roll call vote.

On a vote of 9 AYES and 6 NAYS, THE MOTION PREVAILED AND H.F. 89 WAS RECOMMENDED TO PASS AND RE-REFERRED TO THE HOUSE COMMITTEE ON STATE GOVERNMENT FINANCE

H.F. 203 (Westrom) Legislative approval required for certain rules to take effect.

Representative Hancock moved that H.F. 203 be recommended to pass and placed on the general register.

Representative Hancock moved the H0203A2 amendment to H.F. 203. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hancock renewed his motion that H.F. 203, as amended, be recommended to pass. THE MOTION PREVAILED AND H.F. 203 WAS RECOMMENDED TO PASS.
