MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:35 pm on April 26, 2011, in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Crawford move to approve the minutes for April 13, 2011. The motion prevailed.

Representative Hoppe moved HF1459.

Representative Lanning introduced HF1459.

Representative Hoppe recommended that HF1459 be laid over for possible inclusion in the liquor omnibus bill. The motion prevailed.

Representative O’Driscoll moved that HF1410 be recommended to pass and be re-referred to the General Register.

Jim Leroy, President of MN Self Insured Group Incorporated testified.

Stuart Thompson from MN Self Insured Group Incorporated testified.

Representative O’Driscoll renewed his motion that HF1410 be recommended to pass and re-referred to the General Register. The motion prevailed.

Representative Hoppe handed the gavel to Representative Sanders at 2:51 pm.

Representative Hoppe moved HF1473 and recommended that it be passed and re-referred to the General Register.

Representative Hoppe moved amendment H1473A1. The motion prevailed. The amendment was adopted.

John Reich from MN Chamber of Commerce testified.

Representative Hoppe moved amendment H1473A2. The motion prevailed. The amendment was adopted.

Representative Hoppe renewed his motion that HF1473 be recommended to pass, as amended, and re-referred to the General Register.

Representative Sanders returned the gavel to Representative Hoppe at 3:00 pm.

Representative Davids moved HF1303 and recommended that it be re-referred to the Committee on Taxes.

Representative Garofalo introduced HF1303.

Representative Atkins moved amendment H1303A1 and requested a roll-call vote.

The following members voted in favor of the motion:

The following members voted against the motion:

There being 9 ayes and 13 nays, the motion did not prevail. The amendment was not adopted.

Representative Atkins moved amendment H1303A2 and requested a roll-call vote.

The following members voted against the motion:

Representative Atkins moved an oral amendment on line 2.16 inserting after the period,"The reduction in fees shall be returned directly to shareholders."

Representative Atkins requested a roll-call vote on the oral amendment.

The following members voted against the motion:

There being 9 ayes and 13 nays, the motion did not prevail. The oral amendment was not adopted.


Representative Davids renewed his motion that HF1303 be recommended to pass and re-referred to the Taxes Committee.

Representative Atkins requested a roll-call vote.

The following members voted against the motion.

The following members voted in favor of the motion:

Representative Hoppe handed the gavel to Representative Sanders at 3:19.

Representative Kieffer moved HF1476 and recommended that it be passed and re-referred to the Ways and Means Committee.

Representative Scott introduced HF1476.

Representative Sanders recessed the meeting at 4:25 pm. The meeting was set to reconvene at 6:30 pm April 26, 2011.

Representative Hoppe handed the gavel to Representative Sanders at 8:45 pm.

Representative Loon moved HF0441 and recommended that it be passed and re-referred to the Public Safety Committee.

Representative Loon moved amendment H0441DE2.

Ron Whitehead from Department of Public Safety testified.

Representative Loon’s motion prevailed.

Representative Sanders returned the gavel to Representative Hoppe at 8:56 pm.

Representative Loon moved amendment H0441A4. The motion prevailed. The amendment was adopted.

Representative Loon renewed her motion that HF0441 be recommended to pass, as amended, and re-referred to the Public Safety Committee.

Representative Hoppe moved HF1422 and recommended that it be passed and re-referred to the General Register.

Representative Simon introduced HF1422.

Representative Atkins moved amendment H1422A1. The motion prevailed. The amendment was adopted.

Representative Hoppe renewed his motion that HF1422 be recommended to pass as amended and re-referred to the General Register.

Representative O’Driscoll moved HF1485 and recommended that it be re-referred to the State Government Finance Committee.

Representative O’Driscoll moved amendment A11-0348. The motion prevailed. The amendment was adopted.

King Wilson, Executive Director of Allied Charities of MN testified.

Representative Simon moved an oral amendment to the amendment, striking section 15 on page 6. The motion prevailed. The oral amendment to the amendment was adopted.
