MINUTES

Representative Westrom, Chair of the Civil Law Committee, called the meeting to order at 12:34 pm on Wednesday, May 4, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Drazkowski moved for the approval of the minutes from Thursday, April 28, 2011. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.
Representative Scott moved to approve the minutes from Monday, May 2, 2011. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF 1443 (Scott) Residential tenant definition clarified

Representative Scott moved that HF 1443 be passed and sent to the General Register.

Representative Scott moved to adopt the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

SF 194 (Mazorol) Uniform Commercial Code Article 9 amendments enacted by the adoption of the National Conference of Commissioners of Uniform State Laws, and conforming changes made.

Representative Mazorol moved that SF 194 be recommended to pass and sent to General Register.

HF1254 (Bills) Residential property rights expanded and defined, and association vote and lien provisions of the Minnesota Common Interest Ownership Act modified.

Chair Westrom moved HF 1254 be recommended to pass and re-referred to the Commerce and Regulatory Reform Committee.

Chair Westrom moved to adopt the H1254DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1220 (Wardlow) Legislative enactments; erroneous, ambiguous, and omitted text and obsolete reference correction made; redundant, conflicting, and superseded provisions removed; and miscellaneous corrections made to laws, statutes, and rules.

Representative Wardlow moved HF 1220 be recommended to pass and sent to the General Register.
Representative Wardlow moved to adopt A11-0284 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

SF 137 (Wardlow) Deeds clarified to correct title and certain acknowledgments, cancellation of residential purchase agreements provided, and redemption period clarified for foreclosure of certain mortgages.

Representative Wardlow moved that SF 137 be recommended to pass and sent to the General Register.
Representative Wardlow moved to adopt the S0137A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
