MINUTES

Representative Holberg, Chair of the Civil Law Committee, called the meeting to order at 12:35 pm on Thursday, April 28, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 1533 (Peppin) Campaign Finance and Public Disclosure Board procedures and requirements changed.

Representative Peppin moved that HF 1533 be recommended to pass and sent to the General Register.

Representative Peppin moved to orally amend HF 1533 by deleting Section 6. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Peppin moved that HF1533, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF 1466 (Scott) Data practices technical changes made.

Representative Scott moved that HF 1466, as amended, be recommended to pass and sent to the General Register.

Representative Scott moved to adopt the H1466DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on the H1466DE1 amendment:

Representative Holberg moved to delete Section 44 of H1466DE1 and adopt the H1370A4 amendment in its place. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Scott moved that HF 1466, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Representative Drazkowski moved for the approval of the April 28, 2011 minutes. THE MOTION PREVAILED.

HF210 (Kiffmeyer) Voter picture identification required before receiving a ballot, identification cards provided at no charge, provisional ballot procedures established, challenged voter eligibility list created, election administration procedures specified, electronic polling place rosters allowed, electronic polling place roster standards set, electronic roster implementation legislative task force created, recount procedures enacted, and money appropriated.

Chair Westrom moved that HF 210 be recommended to pass and re-referred to the Ways and Means committee.

Representative Westrom moved to orally amend Page 6, Line 7 as follows:
Before "Social Security", insert "last four digit of the applicants." THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Drazkowski moved to orally amend HF 210 as follows:
Page 2 line 19 after functions "if they have statutory authority."
Representative Drazkowski withdrew the oral amendment.

Representative Hilty moved to orally amend Page 2, Line 18
Delete everything after subdivision 3b and Page 2, Line 19, delete everything before the period. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved to orally amend HF 210 as follows:
Page 29, line 25 Delete " and other sources as the secretary may determine appropriate"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Drazkowski assumed the gavel at 2:14 pm.

Representative Drazkowski renewed Rep. Westrom's motion that HF 210, as amended, be recommended to pass and re-referred to Ways and Means committee. THE MOTION PREVAILED.

The meeting was adjourned at 2:17 PM.

*Testimony on HF210 will be limited only to the portions relevant to Civil Law.
