MINUTES

Representative Howes, Chair of the Capital Investment Committee, called the meeting to order at 2:39 PM on March 22, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Nornes moved to approve the minutes from March 15, 2011. MOTION PREVAILED.

HF681 (Downey) Minnesota pay for performance pilot program established, funding provided, bongs issued, and money appropriated.

Representative Howes moved that HF681 be passed and re-referred to the Committee on State Government Finance.

Testifying on HF681: Steve Rosholt, Faegre & Benson.

Representative Howes moved the H0681A3 amendment. MOTION PREVAILED.

Representative Howes renewed his motion that HF681, as amended, be passed and re-referred to the Committee on State Government Finance. MOTION PREVAILED.

HF1232 (Howes) Appropriation canceled and corresponding bond sale authorization reduced, and sale of refunding bonds required to achieve savings.

Representative Howes moved that HF1232 be passed and re-referred to the Committee on Ways and Means.

Representative Drazkowski moved the H01232A5 amendment. MOTION PREVAILED.

Representative Drazkowski moved to orally amend HF1232, as amended, as follows: delete "Subd.1 (2) lines 1.10 - 1.15". MOTION PREVAILED.

Representative Scott assumed the gavel at 4:13 PM.

Greg Mack Ramsey County Parks and Recreation Director; Steve Sullivan, Dakota County Parks Director; Karen Blaska, Anoka County Parks Planner Landscape Architect.

Representative Howes assumed the gavel at 4:28 PM.

Representative Howes moved to orally amend HF1232, as amended, as follows: delete "Subd. 4 lines 1.21 - 2.10". MOTION PREVAILED.

Representative Howes renewed his motion that HF1232, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 4:40 PM.
