MINUTES


Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, started the nineteenth meeting of the House Public Safety Policy & Oversight Committee at 12:33 pm on Tuesday, March 17, 2009 in the Basement of the of the State Office Building.

The Committee Legislative Assistant noted the roll.

Agenda:

HF1213 (Hortman): Prostitution penalty enhancement provision for repeat offenders clarified, prostitution in a public place crime broadened, driving records relating to prostitution offenses made public for repeat offenders, and record availability ensured to law enforcement for first-time offenders.

Rep. Hortman presented HF1213, described the H1213A1 amendment and took questions from the committee.

Michelle Jacobson, Assistant Minneapolis City Attorney, testified in support of HF1213 and took questions from the committee.

Chair Hilstrom laid HF1213 over.

HF253 (Tillberry): Dog and cat breeder standards of care provided, and money appropriated.

Rep. Tillberry presented HF253, and described the A09-0136 amendment.

A quorum was present at 12:41 and the meeting was officially called to order.

Rep. Olin moved that HF253 be recommended to pass and be re-referred to the Committee on Civil Justice.
Rep. Olin moved to amend HF253 (see A09-0136).

Chair Hilstrom renewed her motion that HF1213, as amended be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Public Safety Finance.

HF497 (Mullery): Firearm data access authorized by parole and probation authorities.

Rep. Mullery moved that HF497 be recommended to pass and be re-referred to the Committee on Civil Justice.

Carl Saari, Minnesota Corrections Association, testified on behalf of HF479 and took questions from the committee.

Rep. Mullery renewed his motion that HF497 be recommended to pass and be re-referred to the Committee on Civil Justice.

HF819, First Engrossment (Atkins): Ticket sales, early internet sales of event tickets at inflated prices prohibited.

Latsch State Park liquor service eliminated, boaters= waysides provided, watercraft requirements modified, penalty appeals and enforcement provided, wild animal taking provided, public waters inventory notice of change provided, and critical habitat plate eligibility modified.

Chair Hilstrom moved that HF1237, En.1, be recommended to pass and be re-referred to the Committee on Civil Justice.

Chair Hilstrom moved to amend HF1237, En.1 (see H1237A4).

HF1126 (Eastlund): Conditional release program for nonviolent drug offenders modified and expanded, program’s sunset extended, and mandatory minimum sentence modified for repeat fifth-degree substance offenders.

Rep. Anderson moved that HF1126 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Public Safety Finance.

Rep. Anderson moved to amend HF1126 (see H1126A2).
