MINUTES


Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, Representative Mindy Greiling, Chair of the K-12 Education Finance Division, and Representative Paul Rosenthal, Vice-Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 7:01 pm on October 29, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

The committee heard testimony on Minnesota’s Race to the Top Application from:

David Shreve, Federal Affairs Counsel, National Conference of State Legislatures, discussed the federal program requirements and gave analysis on Minnesota’s ability to meet them as well as the effects were funding to be received.

Karen Klinzing, Assistant Commissioner Minnesota Department of Education (MDE), elaborated on answers to questions posed beforehand by the joint committee to MDE regarding Minnesota’s application.

Charlie Kyte, Executive Director Minnesota Association of School Administrators (MASA), provided observations on Race to the Top by MASA members.

Grace Keliher, Director of Governmental Relations Minnesota School Boards Association (MSBA), provided advice to the committee from the perspective of MSBA.

Kate Jackson, Director of Field Services Education Minnesota (EdMn), stated concerns EdMn has with Race to the Top and MDE’s application process.

The meeting was adjourned at 8:55 pm.
