MINUTES


Representative Denise Dittrich, Member of the K-12 Education Policy & Oversight Committee, unofficially called the forty-fourth meeting to order at 8:35 AM on Wednesday, February 24, 2010 in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

HF 2751 (Morgan)—a bill for an act relating to education; allowing students who do not pass the reading and language arts GRAD to retake the test in paper-and pencil format; amending Minnesota Statutes 2009 Supplement, section 120B.30, subdivision 1.

Chair Dittrich officially called the meeting to order at 8:50 AM. A quorum was present.

Rep. Benson moved that the minutes of February 23, 2010, be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Chair Dittrich moved that HF 2751 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Questions and discussion followed.

Rep. Downey requested a roll call on the final vote.

Rep. McFarlane moved to table HF 2751. THE MOTION DID NOT PREVAIL.

Chair Dittrich renewed her motion that HF 2751 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

HF 3043 (Kalin) - A bill for an act relating to education; providing for computer-adaptive assessments; amending Minnesota Statutes 2009 Supplement, section 120B.30, subdivisions 1, 1a.

Chair Dittrich moved that HF 3043 be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Kalin presented HF 3043.

Page 6, Line 13, delete paragraph (e)
Re-order paragraphs (f)-(h) accordingly.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying to HF 3043, as amended, was:

Chair Dittrich renewed her motion that HF 3043, as amended, be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 3069 (Kath)—A bill for an act relating to education; directing the Board of Teaching to incorporate professional reflection and growth in best teaching practices into its renewal requirements for a continuing teaching license; amending Minnesota Statutes 2009 Supplement, section 122A.09, subdivision 4.

Rep. Kath moved that HF 3069 be recommended to pass.

Rep. Kath moved the following oral amendment:

Page 3, Line 14, delete the first "and" and after "(m)," insert "and (n),"
Page 3, Line 17, delete "July 1, 2013" and insert "June 30, 2012"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Kath presented HF 3069, as amended.
