MINUTES


Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, unofficially called the forty-second meeting to order at 8:32 AM on Thursday, February 18, 2010 in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Ms. Karen Balmer, Executive Director of the Minnesota Board of Teaching, presented an update on rulemaking for the Board of Teaching.

Rep. Mariani officially called the meeting to order at 8:45 AM. A quorum was present.

Questions and discussion followed.

HF 2703 (Greiling) - A bill for an act relating to education; clarifying rulemaking authority of the Board of Teaching; amending Minnesota Statutes 2009 Supplement, section 122A.09, subdivision 4.

Rep. Greiling moved that HF 2703 be recommended to pass and referred to the Committee on State and Local Government Operations Reform, Technology, and Elections.

Rep. Greiling presented HF 2703.

Testifying with information regarding Minnesota’s Race to the Top application was:

Testifying with concerns about HF 2703 was:

Ms. Karen Balmer, Executive Director of the Minnesota Board of Education

Rep. Greiling renewed her motion that HF 2703 be recommended to pass and referred to the Committee on State and Local Government Operations Reform, Technology and Elections. THE MOTION PREVAILED.

HF 2880 (Kath) – A bill for an act relating to education; amending requirement for GRAD retakes; amending Minnesota Statutes 2009 Supplement, section 120B.30, subdivision 1.

Rep. Kath moved that HF 2880 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Kath presented HF 2880.

Testifying with concerns about HF 2880 was:

Questions and discussion followed.

Rep. Kath renewed his motion that HF 2880 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

Rep. Demmer moved that the minutes from February 17, 2010 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

The meeting was adjourned at 10:00 AM.
