MINUTES



Representative Kory Kath, Vice-Chair of the K-12 Education Policy & Oversight Committee, called the fifty-third meeting to order at 8:37 AM on Wednesday, March 17, 2010 in the Basement hearing room of the State Office Building.


The Committee Legislative Assistant noted the roll:

Rep. Faust moved that the minutes of March 16, 2010 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF 3421 (Mariani) - A bill for an act relating to education; establishing high school assessments to determine college and career readiness; amending Minnesota Statutes 2009 Supplement, section 120B.30, subdivision 1, by adding a subdivision.

Rep. Mariani moved that HF 3421 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Mariani moved the H3421A6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mariani moved the H3421A9 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mariani presented HF 3421, as amended.

Handout: "Nornes Amendment: Changing end-of-course assessments to count for 10% of student’s course grade, instead of 25%"

Rep. Nornes moved the H3421A8 amendment.

Rep. Nornes withdrew the H3421A8 amendment.

Rep. Greiling moved the H3421A8 amendment with following incorporation:

Page 1, Line 2, delete "10" and insert "15"

Questions and discussion followed.

Rep. Greiling renewed her motion that the H3421A8 amendment be adopted.

Rep. Greiling called for a division. The 6 Ayes and 14 Nays, THE MOTION DID NOT PREVAIL.

Rep. Faust moved the H3421A7 amendment with the following incorporation:

Page 1, delete Lines 2-7

Testifying to the H3421A7 amendment was:

Rep. Faust renewed his motion that the H3421A7 amendment be adopted and requested a roll call.
