MINUTES



Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, called the fourteenth meeting to order at 8:40 AM on Wednesday, February 18, 2009 in the basement hearing room of the State Office Building.


The Committee Legislative Assistant noted the roll:

Rep. Brynaert moved that the minutes of February 12, 2009 and February 17, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Rep. Kath assumed the gavel at 8:42 AM.

HF314 (Mariani)—A bill for an act relating to education; increasing the compulsory attendance age; amending Minnesota Statutes 2008, sections 120A.22, subdivisions 5, 6; 120A.24, subdivision 1; 260C.007, subdivision 19; repealing Minnesota Statutes 2008; section 120A.22, subdivision 8.

Rep.Mariani moved that HF314 be recommended to pass and referred to the Committee on Finance, with a further recommendation to the K-12 Finance Division.

Chair Kath moved the H0314DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mariani presented HF314, as amended.

Testifying on behalf of HF314, as amended, were:

Ms. Pam Nolan, Assistant Ramsey County Attorney
Deputy Superintendent Bernadeia Johnson, Minneapolis Public Schools

Rep. Mariani moved the following technical oral amendment to HF314, as amended by the H0314DE1 language:

Page 2, line 10, resinstate the striken comma, delete "or"
Page 2, line 11, reinstate "or high school,"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Questions and discussion followed.

Rep. Mariani renewed his motion that HF314, as amended, be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

Rep. Mariani assumed the gavel at 9:31 AM.

HF439 (Norton) - A bill for an act relating to education; requiring statewide academic standards for physical education; amending Minnesota Statutes 2008, sections 120B.021, subdivision 1; 120B.023, subdivision 2; 120B.024.

Rep. Norton moved that HF439 be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Norton moved the A09-0038 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Norton presented HF439, as amended.
