MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Wednesday, March 3, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 2, 2010, be approved. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division report for HF1395, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chairman Pelowski moved that HF1395, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Civil Justice.

Representative Mullery presented HF1395 (Mullery), First Committee Engrossment, a bill for an act relating to real property; modifying procedures relating to uses and conveyances of tax-forfeited property; etc.

Vice Chair Poppe assumed the gavel.

Representative Kalin moved to amend HF1395, First Committee Engrossment, as follows:

delete sections 1, 5, 7, 8, 9, 10, 12 and 13

renumber the sections in sequence, correct internal references, and amend the title
accordingly

A division was requested on the motion. There were 4 ayes and 10 nays. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Buesgens moved to amend HF1395, First Committee Engrossment, as follows:

Page 1, line 25, delete the new language and reinstate the stricken language

Page 2, line 1, delete the new language and renumber the clauses accordingly.

A division was requested on the motion. There were 7 ayes, and 4 nays. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Poppe renewed the Pelowski motion that HF1395, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Civil Justice. THE MOTION PREVAILED.

Representative Kahn moved that HF2557 be recommended to pass and re-referred to the Committee on Finance.

Representative Kahn moved to amend HF2557 (see attached H2557A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn presented HF2557 (Kahn), as amended, a bill for an act relating to state government; establishing a position for a state Webmaster; requiring the state chief information officer to develop standards for enhanced public access to state electronic records; etc.

Representative Kahn renewed the motion that HF2557, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Vice Chair Poppe moved that HF2922 be recommended to pass and re-referred to the Committee on Finance.

Vice Chair Poppe moved to amend HF2922 (see attached S2644-4A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Thissen presented HF2922 (Thissen), as amended, a bill for an act relating to retirement; Minneapolis Employees Retirement Fund; transfer of administrative functions to the Public Employees Retirement Association; creation of MERF consolidation account within the Public Employees Retirement Association; appropriating money; etc.

Chairman Pelowski resumed the gavel.

Representative Poppe renewed the motion that HF2922, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division report for HF3109, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Kalin moved that HF3109, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance.

Representative Kalin presented HF3109 (Kalin), First Committee Engrossment, a bill for an act relating to local government; authorizing local governments to finance energy improvements for property owners to install energy efficient or renewable energy improvements; providing for repayment as a special assessment; authorizing issuance of revenue bonds; etc.

Representative Kalin renewed the motion that HF3109, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

The meeting was adjourned at 9:48 A.M.
