MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Tuesday, March 10, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Pelowski moved that HF691 be recommended to pass and re-referred to the Committee on Finance.

Representative Rukavina presented HF691 (Rukavina), a bill for an act relating to state employees; modifying the vacation donation program; etc.

Chair Pelowski renewed the motion that HF691 be recommended to pass and re-referred to the committee on Finance. THE MOTION PREVAILED.

Chair Pelowski moved that HF1113 be recommended to pass and re-referred to the Committee on Finance.

Representative Morgan presented HF1113 (Morgan), a bill for an act relating to elections; authorizing early voting; etc.

Chair Pelowski moved to amend HF1113 (see attached H1113A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Pelowski moved to amend HF1113, as amended (see attached H1113A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Emmer moved to amend HF1113, as amended (see attached H1113A3).

Representative Emmer requested a roll call vote on the motion.

Voting aye: Anderson, P., Buesgens, Emmer, Gottwalt, Kiffmeyer, Lanning, Sanders and Sterner.

Voting nay: Pelowski, Hilty, Hornstein, Kahn, Kalin, Marquart, Morrow, Nelson, Poppe, Simon and Winkler.

There were 8 ayes and 11 nays. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.
