MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Tuesday, March 3, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of February 26, 2009, be approved. THE MOTION PREVAILED.

Representative Kahn moved that HF653 be recommended to pass and placed on the General Register.

Representative Kahn presented HF653 (Kahn), a bill for an act relating to elections; city elections in cities of the first class; providing for election of certain council members elected by ward after reapportionment; etc.

Representative Kahn moved to amend HF653 (see attached H0653A1 amendment).

Joe Mansky, Ramsey County Elections Manager, Ramsey County Elections, responded to questions regarding the proposed H0653A1 amendment.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved to amend HF653, as amended (see attached H0653A2) amendment.

Matt Gehring, House Research, explained the proposed amendment.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn renewed the motion that HF653, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Representative Kahn moved that HF655 be recommended to pass and re-referred to the Committee on Civil Justice.

Representative Kahn moved to amend HF655 (see attached H0655A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn presented HF655 (Kahn), as amended, a bill for an act relating to elections; requiring an affidavit of candidacy to state the candidate’s residence address and telephone number; prohibiting placement of a candidate on the ballot if residency requirements are not met; etc.

Representative Kahn renewed the motion that HF655, as amended, be recommended to pass and re-referred to the Committee on Civil Justice. THE MOTION PREVAILED.

Continuation of HF456 (Johnson). This bill was heard and laid over on February 26, 2009.

Chair Pelowski moved that HF456 be recommended to pass and placed on the General Register.

Chair Pelowski moved to amend HF456 (see attached H0456DE1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Johnson presented HF456 (Johnson), as amended, a bill for an act relating to state government; allowing the Indian Affairs Council to conduct meetings by telephone or by electronic means; etc.

Chair Pelowski renewed the motion that HF456, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Representative Kalin moved that HF1010 be recommended to pass and placed on the General Register.

Representative Kalin presented HF1010 (Kalin), a bill for an act relating to elections; changing certain provisions concerning military and overseas voting; etc.
