MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:31 A.M. on Wednesday, February 18, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Poppe moved that the minutes of February 12, 2009, be approved. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division report for HF305, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Kalin moved that HF305, First Committee Engrossment be recommended to pass and be placed on the General Register.

Representative Kalin withdrew the motion.

Representative Kalin moved that HF305, First Committee Engrossment be recommended to pass and re-referred to the Committee on Commerce.

Representative Kalin presented HF305, First Committee Engrossment (Kalin), a bill for an act relating to local government; authorizing transfer of development credits banks for local governments; etc.

Representative Kalin renewed the motion that HF305, First Committee Engrossment be recommended to pass and re-referred to the Committee on Commerce. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division report for HF644. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Nelson moved that HF644 be recommended to pass and re-referred to the Committee on Bioscience and Workforce Development Policy and Oversight Division.

Representative Nelson withdrew the motion.

Representative Nelson moved that HF644 be recommended to pass and re-referred to the Committee on Finance with the recommendation that the bill be re-referred to the Committee on Bioscience and Workforce Development Policy and Oversight Division.

Representative Nelson moved to amend HF644. (See attached H0644A1amendment.) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Champion presented HF644 (Champion), as amended, a bill for an act relating to cities; authorizing a home rule charter or statutory city to adopt a program requiring certain hiring practices in city contracts; etc.

Representative Nelson renewed the motion that HF644, as amended, be recommended to pass and re-referred to the Committee on Finance with the recommendation that the bill be re-referred to the Committee on Bioscience and Workforce Development Policy and Oversight Division.

Chair Pelowski was in doubt and requested a show of hands. There were 10 ayes and 6 nays, THE MOTION PREVAILED.

As of Wednesday, February 18, 2009, the following bills are hereby referred to the Division on Local Government:

HF764 (Hosch) Local Government; notice and public hearing required before
adoption of interim ordinance.

HF889 (Haws) County law library authorized to be located outside of the
courthouse.

HF297 (Hansen) Twin Cities metropolitan area regional dog park and matching
grant program created.

The meeting was adjourned at 9:58 A.M.
