MINUTES



Representative Otremba, Chair of the Committee, called the meeting to order at 2:51 P.M. on, March 23, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Faust moved approval of the minutes from March 18, 2009.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Faust moved HF 1367 be recommended to pass and re-referred to the Committee on State and Local Government Operations.

HF 1367 (Juhnke) relating to agriculture; changing provisions of the Minnesota Noxious Weed Law; establishing a fund; providing for grants; creating an advisory committee;

Representative Faust moves to amend 1367, as follows: (see amendment H1367A4).
THE AMENDMENT WAS ADOPTED.

Representative Juhnke explained HF 1367 to the committee.

Testifying in favor of HF 1367 was:

Tim Power, Shade Tree Grower, Hastings, MN, Minnesota Nursery and Landscape Association
Ryan O’Connor, Policy Analyst, Association of Minnesota Counties

Representative Faust renewed his motion that HF 1367 be recommended to pass, as amended, and re-referred to the Committee on State and Local Government Operations.
THE MOTION PREVAILED.

Representative Faust moved HF 1886 be recommended to pass and re-referred to the Committee on State and Local Government Operations.

HF 1886 (Juhnke) relating to agriculture; establishing the Feeding Minnesota Task Force; proposing coding for new law in Minnesota Statutes,

Representative Juhnke explained HF 1886 to the committee and took questions from the members.

Testifying in favor of HF 1886 was:

Tony Mans, Director of Food Sourcing, Second Harvest Heartland

Representative Faust renewed his motion that HF1886 be recommended to pass and re-referred to the Committee on State and Local Government Operations.
THE MOTION PREVAILED.

Representative Doty took the gavel at 3:40PM.

Representative Doty moved HF 1447 be recommended to pass and re-referred to the Committee on Finance.

HF 1447 (Otremba) relating to higher education; establishing a veterinarian education loan foregiveness program: appropriating money;

Representative Otremba explained HF 1447 to the committee and took questions from the members.

Testifying in favor of HF 1447 was:

Trevor Ames, Dean, College of Veterinary Medicine, University of Minnesota
Tom Haggerty, Veterinarian, Legislative Liason, Minnesota Veterinarian Medical Association

Representative Doty renewed his motion that HF 1447 be recommended to pass and re-referred to the Committee on Finance.
THE MOTION PREVAILED.

Representative Doty moved HF 1579 be recommended to pass and re-referred to the Committee on Finance.

HF 1579 (Otremba) relating to agriculture; changing the incidence of a dog food fee;

Representative Otremba explained HF 1579 to the committee and took questions from the members.

Testifying on HF 1579 was:
Chuck Orvick, Product Specialist, Tuffy’s Pet Food Company
Bob Zelenka, Executive Director, Minnesota Grain and Feed Association

Representative Doty laid HF 1579 on the table to work out language.

The meeting adjourned at 4:23 PM.
