MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 8:44 A.M. on May 11, 2009 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF 354 (Hiltrom) Mortgage foreclosure proceedings on homestead property mediation provided prior to commencement, and homestead-lender mediation account created.

Representative Kalin moved that HF 354 be recommended to pass and be re-referred to the Finance Committee.

Representative Hilstrom testified in support of HF 354.

Representative Kalin moved the A09-0563 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kalin moved the HDA-250 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn moved the following oral amendment to HF 354:

Page 21, line 11, delete "a special revenue" and insert "an"
Page 21, line 11, delete "general" and insert "special revenue"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kalin renewed his motion that HF 354, as amended, be recommended to pass and be re-referred to the Finance Committee.

Lead Republican Peppin requested a roll call vote. The results were as follows:

HF 723 (Murphy, M.) Omnibus retirement bill

Chair Kahn moved that HF 723 be recommended to pass and be re-referred to the Finance Committee.

Representative Murphy, M. testified in support of HF 723.

Chair Kahn moved that the H0723A1 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn moved that the H0723A3 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 723 be recommended to pass, as amended, and be re-referred to the Finance Committee.

Lead Republican Peppin requested a division vote. The results were 7 AYES and 5 NAYS. THE MOTION PREVAILED.


HF 866 (Hosch) School districts required to obtain employee health coverage through the public employees insurance program.

Representative Bigham moved that HF 866 be recommended to pass and be re-referred to the Finance Committee.

Representative Hosch testified in support of HF 866.

Bill Strusinski, Lobbyist for the Service Cooperative, testified against HF 866.

Chair Kahn moved that the H0866A21 amendment be adopted. She then incorporated the following oral amendment to the amendment:

Line 4, after "group" insert "or insured by a third party."

Chair Kahn renewed her motion that the H0866A21 amendment, as amended, be adopted. THE MOTION PREVAILED AND THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Kahn temporarily laid over the bill.


HF 1032 (Fritz) Self-advocacy program established for persons with developmental disabilities, and appropriated money transferred.

Representative Masin moved that HF 1032 be recommended to pass and be re-referred to the Finance Committee.

Representative Fritz testified in support of HF 1032.

Representative Poppe assumed the gavel at 10:00 A.M.

Rick Cardenas, Co-Director, Advocating Change Together, testified in support of HF 1032.

Representative Simon moved the H1032A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Masin renewed her motion that HF 1032 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED

Chair Kahn reassumed the gavel at 10:05 A.M.

Chair Kahn recessed the meeting to the call of the Chair.

Chair Kahn called the Committee to order at 10:35 A.M.

HF 866 was taken off the table.

HF 866 (Hosch) School districts required to obtain employee health coverage through the public employees insurance program.

Chair Kahn moved that the A09-0610 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Downey moved that the H0866A18
Representative Hosch testified against the H0866A18 amendment.

Chair Kahn requested a division vote. The results were 5 AYES and 6 NAYS. THE MOTION DID NOT PREVAIL.

Representative Downey moved the following oral amendment to HF 866:

Page 3, line 14, delete "2009" and insert "2010"
Page 3, line 14, after "self-insured" insert "or self insured as a group




Representative Downey requested a division vote. The results were 5 AYES and 5 NAYS. THE MOTION DID NOT PREVAIL.

Chair Kahn moved the following oral amendment to HF 866:

Page 7, line 11, after "$" insert "425,000"
Page 7, line 13, after "$" insert "541,000"
Page 7, line 17, after "$" insert "106,000"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Bigham renewed her motion that HF 866 be recommended to pass, as amended, and be re-referred to the Finance Committee.
