MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 2:51 P.M. on April 20, 2010 in Room 300 North of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF 3449 (Kahn) State government programs or activities money appropriated or reduced, and provisions changed relating to expenses of governor-elect, income earned by the permanent school fund, lease-purchase agreements, general services, resource recovery, payment of aids and credits to school districts, tax return preparers, and implied consent.

A quorum was present at 2:56 P.M.

Chair Kahn moved that HF 3449 be recommended to pass and be re-referred to the Finance Committee.

Chair Kahn then moved the H3449DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Mark Shepard, House Research, gave an overview of the DE2 amendment.

Curtis Yoakum, Director, Minnesota Management and Budget and Michael Muilenburg, Legislative Director, Office of Enterprise Technology responded to member questions.

Chair Kahn laid over HF 3449 until the next meeting for further discussion.

Representative Simon moved that the minutes of March 24, March 25, and April 8, 2010 be adopted. THE MOTION PREVAILED.

HF 3748 (Simon) Chairs and ranking minority members of the Committee on Finance and Ways and Means authorized to request local impact notes.


Representative Simon moved that HF 3748 be recommended to pass and be re-referred to the Finance Committee.

Representative Simon and Jennifer O’Rourke, Lobbyist for the League of Minnesota Cities testified in support of HF 3748.

Representative Simon renewed his motion that HF 3748 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.

The meeting was adjourned at 3:46 P.M.
