MINUTES


Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the twenty-third meeting to order at 8:35 a.m. Thursday, April 2, 2009 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Hilstrom moved the Public Safety Finance Division minutes from March 31, 2009. MOTION PREVAILED AND THE MINUTES ARE APPROVED AS AMENDED.

HF1242 (Seifert) Brandon’s Law.

Rep. Smith moved HF1242 to be heard and recommended to pass to the committee on Finance, with a recommended re-referral to the General Register.

The Chair renewed the motion that HF1242 be recommended to pass to the General Register.

HF2063 (Hilstrom) Commissioner of public safety required to present performance measures to the legislature.

Rep. Hilstrom moved HF2063 to be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

The Chair renewed the motion that HF2063 be laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

HF2065 (Hilstrom) Commissioner of corrections required to present performance measures to the legislature.

Rep. Hilstrom moved HF2065 to be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus.

Rep. Hilstrom moved the following oral amendment:
Page 2, line 7 delete " June 30"
insert "August 1"
THE AMENDMENT WAS ADOPTED.

The Chair renewed the motion that HF2065 be laid over for possible inclusion in the Public Safety Finance Division omnibus.

HF 1126 (Eastlund) Conditional release program for nonviolent drug offenders modified and expanded, program’s sunset extended, and mandatory minimum sentence modified for repeat fifth degree controlled substance offenders.

Rep. Severson, in absence of Rep. Eastlund, moved HF1126 to be heard and considered for possible inclusion in the Public Safety Finance Division omnibus bill.

Rep. Smith moved HF1611 to be heard.

Rep. Paymar moved HF1827 to be heard and considered for possible inclusion in the Public Safety Finance Division omnibus bill.

Rep. Lesch moved an oral amendment to HF1827 as follows:

On page 20, line 27 before "This"
insert "this subdivision is effective July 1, 2009 and applies to acts committed on or at that date."
THE AMENDMENT WAS ADOPTED.

On page 20, line 21 after "misdemeanors"
delete "for disposition purposes"
THE AMENDMENT WAS ADOPTED.

The Chair renewed the motion that HF1827 be laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

Rep. Paymar resumed gavel.
