MINUTES


Representative Mary Murphy, Chair, called the twenty ninth meeting to order at 8:39 a.m. on Friday, April 24, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Murphy called the meeting to order at 8:39 a.m.

A quorum was present

Representative Davids testified to HF2338

Representative Torkelson moved that the minutes of April 23, 2009 be adopted
THE MOTION PREVAILED

Janelle Taylor, House Research, testified to HF1031

Eileen Shore, DFL Research, answered questions from the committee

Ms. Taylor testified to HF1673

Julie Klocker of Saint Paul, on behalf of the Minnesota Board of Water and Soil Resources, answered questions from the committee

Bob Meier of Saint Paul, on behalf of the Minnesota Department of Natural Resources, answered questions from the committee

Representative Murphy addressed the committee and audience about the process up to this point in regards to the Constitutional Amendment monies

Continued Discussion of HF1086 (Wagenius) Park and trails fund, outdoor heritage fund, clean water fund, arts and cultural heritage fund, and environment and natural resources trust fund oversight provided and criteria established. Governance Bill.
HF1031 (Wagenius) Comprehensive statewide sustainable water resources detailed framework funding provided, and money appropriated.
HF1673 (Wagenius) Conservation easement management account established, contributions required.
