Representative Mary Murphy, Chair, called the thirteenth meeting to order at 8:36 a.m. on Wednesday, March 4, 2009 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Suzanne Miller of Roseville, State Librarian, testified to the budget and functioning of libraries in Minnesota
John Bulger of Saint Paul, on behalf of the Minnesota Department of Education, testified to library funding in Minnesota
Ms. Miller answered questions from the committee
Mark Ranum of Minneapolis, on behalf of the Minnesota Library Association, testified to the role and priorities of the Minnesota Library Association
Elaine Keefe of Saint Paul, on behalf of the Minnesota Library Association, testified to library maintenance of effort
Representative Eken moved that the minutes of March 2, 2009 be adopted
THE MOTION PREVAILED
Sue Gens of Saint Paul, Executive Director of the Minnesota State Arts Board, testified to the budget and functioning of the Minnesota State Arts Board
Leslie Schumacher of Foley, President of the Forum of Regional Arts Councils, testified to the role of arts and the Regional Arts Councils in Minnesota
Ms. Gens answered questions from the committee

Karen Klinzing of Saint Paul, Assistant Commissioner of the Minnesota Department of Education, testified to the department’s approach to arts education
